بررسي ابعاد امنيتي ژئوپليتيكي استان خراسان جنوبي در دوران پساتحريم با تاكيد بر امنيت پايدار

Investigating the Geopolitical Security Dimensions of Southern Khorasan Province during Post-Sanctions with Emphasis on Sustainable Security

استان خراسان جنوبي با دارا بودن ظرفيت‌هاي ژئوپليتيك فوق‌العاده‌ي اقتصادي، امنيتي، دسترسي و ارتباطات منطقه‌اي واجد كاركردهاي توليدكننده‌ي قدرت در كشور است كه تاكنون مورد غفلت واقع شده و با وجود دارا بودن پتانسيل‌هاي فوق‌الذكر، يكي از محروم‌ترين مناطق كشور به لحاظ اقتصادي، اجتماعي و محيطي محسوب مي‌گردد. اين استان ضمن داشتن مرز بين‌المللي با كشور افغانستان و داشتن بازارچه‌هاي مرزي، در مسير مهم ترانزيت شمال به جنوب و غرب به شرق كشور قرار دارد كه اهميت آن را دو چندان مي‌سازد.پژوهش حاضر با رويكرد توصيفي ـ تحليلي به بررسي ابعاد امنيتي ژئوپلتيك استان خراسان جنوبي در دوران پساتحريم با تاكيد بر امنيت پايدار در شرايط كنوني منطقه پرداخته شده است. اين پژوهش از نظر ماهيت همواره در زمرة تحقيقات كاربردي قرار دارد و روش گردآوري اطلاعات روشي كتابخانه‌اي اطلاعات آماري سازمان‌ها و نهادهاي مرتبط، مصاحبه با مسئولين مربوطه از جمله مسئولين و كارشناسان بازرچه‌هاي مرزي و گمركات و منطقه اقتصادي و مسئولين امنيتي از جمله مرزباني استان خراسان جنوبي بوده است. نتايج تحقيق نشان داد كه دوران پساتحريم ابعاد ژئوپوليتيكي براي استان خراسان جنوبي ايجاد كرده است و استفاده از تمام ظرفيت‌هاي آن براي امنيت استان ضروري است و همچنين تنوع مذهبي و قومي و ترانزيت كالا به عنوان عوامل ژئوپوليتيكي تأثيرگذار بر امنيت خراسان جنوبي مطرح هستند. در اين راستا توجه به توسعه استان خراسان جنوبي و رفع محروميت از اهميت بالايي برخوردار است.

Southern Khorasan Province has economic, security, and communications capacities that create power in this area. Despite all these capacities, this region has so far been neglected and is one of the most deprived areas in the country economically, socially and environmentally. While having an international border with Afghanistan and having border markets, this province is in the main direction of the transit of north to south and west to the east of the country, which doubles its significance. This research has been conducted with a descriptive-analytical approach to investigate the geopolitical security dimensions of Southern Khorasan province during post-sanctions period with emphasis on sustainable security. This applied research has gathered information through library method, statistical information of relevant organizations and institutions, interviews with relevant authorities and experts of border and customs markets and economic and security authorities, including the border guard of Southern Khorasan Province. The results of the research showed that the post-sanctions period has geopolitical dimensions for southern Khorasan province, and it is necessary to use all its capacities for security of the province. Religious and ethnic diversification and commodity transit are considered as geopolitical factors affecting the security of Southern Khorasan. In this regard, paying attention to the development of Southern Khorasan province and removing deprivation is of great importance.
