تحليل جايگاه شاخص‌هاي راهبرد توسعۀ شهري در شهرهاي مرزي موردمطالعه: شهرمرزي قاين

Analysis of the Position of CDS Urban Development Strategy Indicators in Frontier Cities: Qain City

با آشكار شدن آثار نامطلوب طرح‌هاي سنتي، ضرورت ايجاد تغييراتي در فرآيند و روش‌هاي تهيۀ طرح‌هاي توسعۀ شهري با تأكيد بر نگرش‌هاي بلندمدت و راهبردي و همچنين نگرش‌هاي اجرايي كوتاه‌مدت موردتوجه قرار گرفت. يكي از ديدگاه‌هاي جديد كه نقش فعال و هدفمند در جهت توسعۀ شهرها مي‌شود، طرح نوين (CDS) است. ضرورت اين طرح براي دستيابي به مفاهيم توسعۀ پايدار و متوازن با تأكيد بر شناسايي نقاط قوت و پتانسيل‌ها براي توسعۀ تمام جوانب شهرها است. هدف مقالۀ حاضر تحليل جايگاه شاخص‌هاي 4 گانه CDS (رقابت‌پذيري، قابل زندگي بودن، بانكي بودن و حكمروايي شايستۀ شهري) است. روش تحقيق توصيفي-تحليلي است كه با ابزار پرسشنامه محقق ساخته به سنجش شاخص‌هاي ذكرشده مي‌پردازد. جامعۀ آماري دو گروه متخصصان و شهروندان است كه به ترتيب به‌صورت تمام شماري و تصادفي ساده تكميل گشته است. نتايج پس از آزمون كلوموگروف اسميرنف و روش SWOT و همچنين اثبات فرضيه‌ها، بيانگر آن است وضعيت شهر قاين به لحاظ شاخص‌هاي مدل CDS در وضعيت رقابتي قرار دارد. در صدر اولويت‌ها دستيابي به شهر دانش‌بنيان و صنعتي است؛ لذا با توجه به اين شرايط و داشتن زمينه و پتانسيل موجود با توجه به موقعيت و محصولات استراتژيك شهر قاين، نيازمند فراهم كردن زمينه براي تدوين اجراي اين طرح نوين و شاخص‌هاي آن توسط مسئولان و مديران شهري و شناسايي گروه‌هاي ذينفع و ذي‌نفوذ جهت دستيابي به نتيجۀ مطلوب ضروري است.

The need to make changes in the process and methods of preparing urban development plans with emphasis on long-term and strategic attitudes as well as short-term executive attitudes was highlighted as the adverse effects of traditional designs were revealed. One of the new perspectives that plays an active and purposeful role in the development of cities is the New Design (CDS). The need for this plan is to achieve the concepts of sustainable and balanced development with an emphasis on identifying the strengths and potentials for development across all cities. The purpose of this paper is to analyze the position of the four CDS indices (competitiveness, viability, banking, and good urban governance). The research method is descriptive-analytical which uses a researcher-made questionnaire to measure the mentioned indexes. The population of the study consists of two groups of experts and citizens, which were completed in simple random order. The results after Kolomogorov Smirnov test and SWOT method and also confirm the hypotheses indicate that the city of Qain is in competitive position in terms of CDS model indices. Priority is given to access to knowledge based and industrial city. Therefore, given the current situation and potential with regard to Qain's strategic location and products, it is necessary to provide the authorities and managers with the opportunity to develop and implement this new plan and its indicators. Urbanization and identifying stakeholder and stakeholder groups are essential to achieve the desired outcome.
