چكيده فارسي :
نياز به مقابله با جرم قدمتي ديرينه و همسان با تمدن بشر دارد و مسأله‌اي است كه در بر دارنده هزينه و موضوعي نگران كننده كه همه افراد جامعه را تحت تأثير قرار مي‌دهد بنابراين براي مهار آن نياز به يك راهبرد منسجم و اثر بخش است به نظر مي‌رسد پيشگيري از جرم از اصلي‌ترين بخش‌هاي اين راهبرد است به منظور تحقق اين امر طبق سياست‌هاي حاكم هر كشور و قوانين موضوعه يكسري نهادها و سازمان‌ها براي پيشگيري از جرم مشخص شده‌اند كه در ميان اين نهادها، سازمان پليس يكي از آن ارگآن‌هاست كه ضروري‌ترين وظيفه خود را پيشگيري از جرم مي‌داند و در طول تاريخ از الگوها و روش‌هاي متفاوت براي تحقق اهداف خود براساس مقتضيات زمان استفاده نموده‌اند در ابتدا شيوه پليس براساس الگوي سنتي يعني اجراي قانون و سركوبگرانه بوده است اما به مرور زمان و پيشرفت‌هاي اجتماعي شيوه‌ها و رفتار سازمان پليس كه از فرهنگ خاص و ارزشمند برخوردار است به سوي شيوه‌هاي نوين و تعاملي مانند جامعه محوري و حل مسأله و نظارت تخصصي سوق پيدا كرده است. بنابراين در اين انديشه‌ها پليس مشاركت جامعه و نهادها را امري ضروري براي تحقق پيشگيري دانسته است كه بتواند علاوه بر كاهش و پيشگيري از جرم، نظم و امنيت را به جامعه ارمغان دهد. اين پژوهش با هدف تبيين تأثير فرهنگ سازماني پليس بر پيشگيري از جرم با توجه به بيانات مقام معظم رهبري با روش توصيفي- تحليلي و شيوه جمع‌آوري داده‌ها نيز، به صورت اسنادي- كتابخانه‌اي تدوين گرديده است. همچنين از تحليل فرمايشات مقام معظم رهبري اين نتيجه حاصل مي‌آيد كه مهم‌ترين مؤلفه‌ها در ارتباط با پيشگيري از جرم عبارت است از سه مؤلفه اسلام‌مداري، عدالت محوري و قانون محوري؛ لذا اين سه مؤلفه را مي‌توان بنيان ارزشي پليس پيشگيري از جرم در ايران دانست.

The need to deal with crime has a long history and is similar to human civilization, and it is an issue that involves a cost and a worrying issue that affects all members of society, so to curb it requires a coherent and effective strategy. Crime prevention is one of the main parts of this strategy. In order to achieve this, according to the policies of each country and the relevant laws, a number of institutions and organizations have been identified to prevent crime. Among these institutions, the police are one of the most important agencies. They have committed crimes and throughout history have used different models and methods to achieve their goals based on the requirements of the time. Initially, the police method was based on the traditional model of law enforcement and repression, but over time and social advances, the methods and behavior of the police. It is special and valuable and has moved towards new and interactive methods such as community-based and problem-solving and specialized supervision. Therefore, in these ideas, the police have considered the participation of the society and the institutions as a necessary thing for the realization of prevention, which can bring order and security to the society in addition to reducing and preventing crime. This research has been compiled as a documentary-library with the aim of explaining the effect of organizational culture of police on crime prevention according to the statements of the Supreme Leader with descriptive-analytical method and data collection method. Also, from the analysis of the Supreme Leader's orders, it can be concluded that the most important components related to crime prevention are the three components of Islamophobia, justice-oriented and law-oriented; therefore, these three components can be considered as the valuable foundation of crime prevention police in Iran.
