بررسي راهكارهاي تقويت ارتباط بين نيروي انتظامي و دستگاه‌هاي اجرايي استان زنجان در زمينه كاهش آسيب‌هاي اجتماعي

Evaluation of Strategies for Strengthening the Relationship between the Law Enforcement Force and the Executive Agencies of Zanjan Province in Reducing Social Injuries

هدف اصلي اين پژوهش، بررسي راهكارهاي تقويت ارتباط بين نيروي انتظامي و دستگاه‌هاي اجرايي استان زنجان در زمينه كاهش آسيب‌هاي اجتماعي بودهاست. لذا در اين پژوهش، باهدف شناسايي راهكارهاي تعامل بين نيروي انتظامي و دستگاه‌هاي اجرايي استان در حوزه‌هاي: ساماندهي- نظارتي، حمايتي، آگاه‌سازي، مطالعاتي-پژوهشي و مديريتي-اداري به اخذ نظرات و ديدگاه‌هاي شركت‌كنندگان در جلسه هم‌انديشي و نشست تخصصي اقدام شد. روش پژوهش كيفي و كمي (تركيبي) بوده است. جامعه آماري پژوهش شامل تعدادي از دستگاه‌هاي اجرايي استان، فرماندهان، كارشناسان، مسئولين نيروي انتظامي، نخبگان و صاحب‌نظران در سال 1396بوده است. با توجه به محدود بودن جامعه آماري، نمونه‌گيري به عمل نيامده است ،جامعه آماري همان نمونه آماري در نظر گرفته‌شده است.ابزار گردآوري اطلاعات نيز پرسشنامه محقق ساخته بوده است. نتايج پژوهش نشان داد كه دستگاه‌هاي موردمطالعه در حد بالاتر از انتظار جامعه در محور ساماندهي– نظارت بر آسيب‌هاي اجتماعي فعاليت مي‌كنند. نتيجه ديگر اين پژوهش بيانگر اين است كه دستگاه‌هاي موردمطالعه در حد پايين‌تر از انتظار جامعه در محور حمايتي بر آسيب‌هاي اجتماعي فعاليت مي‌كنند. همچنين نتيجه پژوهش نشان داد كه در زمينه آگاه‌سازي بين دستگاه‌هاي اجرايي با نيروي انتظامي تفاوت معني‌داري وجود ندارد. همين طور نتيجه ديگر اين پژوهش بيانگر آن است كه همه دستگاه‌هاي موردمطالعه درحد بالاتر از انتظار جامعه در محور مطالعاتي– پژوهشي در كاهش آسيب‌هاي اجتماعي فعاليت مي‌كنند.

The main purpose of this study was to investigate ways to strengthen the relationship between law enforcement and administrative agencies in Zanjan province in reducing social harm. Therefore, the purpose of this study was to identify ways of interaction between law enforcement and provincial executive bodies in the areas of: organizational-supervisory, supportive, informational, research-administrative and managerial-administrative. The research method was qualitative and quantitative. The statistical population of the study consisted of a number of provincial executive agencies, commanders, experts, law enforcement, elites, and experts in the year 1396. Due to the limited statistical population, no sampling was done, the statistical population was considered as the statistical sample. The data collection tool was a researcher-made questionnaire. The results of the study showed that the studied organizations operate at a higher level than the society expected in organizing-monitoring social damages. Another result of this study indicates that the studied systems operate at a lower level of social expectation in support of social harm. The results also showed that there is no significant difference between the executive agencies and the law enforcement in the area of awareness. Similarly, the results of this study indicate that all the studied systems are at a higher level of social expectation in the studyresearch center in reducing social harm.
