بررسي عوامل مؤثر بر احساس امنيت و راهكارهاي ارتقاي آن (مورد مطالعه غرب تهران بزرگ)

An investigation of the influential factors in feeling of security and its improvement strategies (case study: western Tehran)

امنيت و احساس آن زيربنا و بستر توسعه، پيشرفت و تكامل اجتماعي افراد را در جامعه فراهم مي آورد. بر اين اساس روابط اجتماعي افراد جامعه شكل گرفته و زمينه ي مساعد براي شكوفايي استعدادها و خلاقيت‌هاي انساني در راستاي نيل به سعادت انسان فراهم مي آيد. هرگونه اختلال در احساس امنيت و بروز شرايط نگراني ناشي از موقعيت هاي مخاطره آميز و دغدغه ساز عيني و ذهني در جامعه از يك سو هزينه ي تعاملات اجتماعي را افزايش داده و از سوي ديگر با ايجاد اختلال در اعتماد اجتماعي و بروز بي تفاوتي فردي و اجتماعي، انسجام و يگانگي اجتماعي را مورد تهديد قرار مي دهد. در اين تحقيق با بررسي و شناسايي شرايط و كيفيت امنيت، ميزان احساس ناامني در جامعه ي آماري بررسي و در نهايت راهكارهاي ارتقا و افزايش احساس امنيت ارائه مي گردد. احساس امنيت اگرچه با خود امنيت رابطه ي مستقيمي دارد ولي شاخص هاي عيني امنيت به تنهايي تبيين كننده ي احساس آن نيست. ميزان بروز جرايم، عملكرد پليس، در معرض جرم واقع شدن، پرداخت رسانه اي، تشخص، اعتماد و تعلق محله اي با احساس ناامني رابطه داشته و احساس امنيت وجودي واقعيت زندگي امروزي است كه خودآگاهي عملي لنگر عاطفي و شناختي آن است كه در تمام فرهنگ ها خصيصه ي عمده ي بخشي از فعاليت هاي انساني را تشكيل مي دهد. در اين شرايط احساس امنيت وجودي از يك سو وجوه گسترده اي پيدا مي كند و از سوي ديگر خود مبناي قضاوت كنش افراد قرار گرفته و روابط بين افراد را كه بايستي بر اعتماد بنياد گذاشته شود، تحت تأثير قرار مي دهد.

Security and feeling of security set up the foundation for development, progress and social evolution. It’s the axis around which human relations form and appropriate ground for the flourish of talents and human creativity for the purpose of reaching humans’ welfare is made. Any disorder in feeling of security and concern resulting from perilous situations in society in one hand raises the cost of social relations and on the other hand, threatens the social unity and solidarity through disturbing the social trust and creating social and individual indifference. Studying and detecting the conditions and quality of security, the present study has been conducted with the purpose of investigating the level of feeling of insecurity and putting forward strategies to improve the feeling of security. In spite of the fact that feeling of security has a direct relationship with security, objective factors of feeling of security cannot be the only determinant the feeling. There is a connection between crime commitment level, police behavior, being subject to crime, media coverage, personality, confidence and neighborhood dependency and feeling of insecurity. Existential feeling of security is a fact in today’s life whose affectional and cognitive axis is practical self-consciousness. It is in fact an important part of human activities in every culture. In this condition, existential feeling of security on one hand finds vast aspects and on the other hand becomes the ground for others’ judgment and affects the human relations which are supposed to be based on trust.
