بررسي قاچاق مواد مخدر از مرزهاي هوايي استان گلستان و راه هاي پيشگيري از آن

An investigation of drug smuggling through aerial borders of Golestan province and the prevention ways

بحران مواد مخدر در جهان كنوني در كنار بحران هاي ديگر؛ مانند: قاچاق اسلحه و انسان، بيماري ايدز و... از جمله مهم ترين دغدغه هاي بشريت است. سوداگري مواد مخدر بعد از تجارت نفت و اسلحه، بالاترين حجم تجارت جهاني را تشكيل مي دهد. قاچاق مواد مخدر همواره تأثيرات سوئي بر جنبه هاي اقتصادي، اجتماعي، فرهنگي و سياسي جوامع داشته و هزينه هاي اقتصادي زيادي را به كشورها تحميل مي كند؛ از اين جهت بررسي معضل قاچاق مواد مخدر مي تواند در جلوگيري از آسيب هاي گوناگون ناشي از آن مفيد باشد. در بررسي بزه قاچاق مواد مخدر از مرز هوايي استان گلستان به خارج از كشور با توجه به پرونده ها و اسناد سال هاي 1390 الي 1394 پليس فرودگاه هاي استان گلستان مي توان گفت بيش ترين جاسازي ها در بحث مواد مخدر از اين مرز هوايي در بازرسي بدني و بار مسافر، از افراد كم سواد، شاغلان آزاد و بين سنين 40 تا 60 سال با جنسيت مرد كشف گرديده و اكثر كشفيات نيز مواد مخدر از جنس ترياك و مشتقات آن؛ مانند: شيره، قرص و شربت متادون مي باشد كه به عبارتي مواد مخدر سنتي بوده و به سبب گستردگي زمين هاي كشاورزي و اشتغال جمع كثيري از مردم به اين حرفه با باورهاي غلط فرهنگي و استفاده ي درماني از مواد مخدر همراه مي باشد و اكثريت افراد جهت مصرف شخصي اقدام به قاچاق مواد مخدر مي نمايند. در اين پژوهش ضمن اشاره به تجهيزات و فناوري هاي فرودگاهي در امر چك و بازرسي و شرح اقدامات پليس فرودگاه هاي كشور به صورت خاص راه هاي پيشگيري از قاچاق مواد مخدر از حجاج و زائران عتبات را نيز بررسي و نقش و وظايف سازمان ها و نهادهاي مرتبط را به اختصار عنوان مي نماييم.

Among other crises such as weapon smuggling, human trafficking and AIDS etc., drug smuggling is considered an important humans’ concern. While After oil and weapon business, drug smuggling enjoys the highest number of global business transactions, it has always had an adverse effect on economical, social, cultural and political aspects of societies and has also imposed high economical expenses on countries. That’s way it is believed that the investigation of this issue can be influential in the prevention of the resulting various problems. Investigating drug smuggling through aerial borders of Golestan province to foreign countries by studying the files and documents of the years between 1390-1394 of Goletan province airports, it can be said that most of the discoveries was made through frisking, searching the passengers’ luggage, and also from uneducated people, self-employed ones and the people between 40- 60 years old who are mainly males. Also most of the materials found were opium and its derivatives, tablets and Methadone syrup which are considered as traditional drugs. It must be also noted that most of the smugglers are people who carried them for their personal consumption. It has been tried in the present study to both point out the airports’ equipments and technologies regarding checking and investigation and airport police’s explanation regarding prevention ways of drug smuggling by pilgrims to Mecca and Karbala as well as investigate the role and duty of the related organizations.
