The role of passive defense in Islamic Republic Police Force’s missions

تحقيق حاضر با هدف نشان دادن نقش و اهميت پدافند غيرعامل و چگونگي استفاده از آن در طول تاريخ جوامع بشري توسط حكام و فرمانرويان كشورهاي دنيا براي حفظ و بقاي حكومت خود در برابر خطرات و حوادث طبيعي، مصنوعي و مهم‌تر از هر چيز تطبيق آن با رويكرد انتظامي انجام شده است. نگارش آن به روش كتابخانه‌اي و مصاحبه با فرماندهان و مديران نظامي و انتظامي مي‌باشد. در طول تاريخ، همواره تأمين امنيت به عنوان يكي از دغدغه‌هاي اصلي حاكمان و دولت‌مردان بوده است. با گذشت اعصار و تغيير در جوامع بشري و ظهور فناوري‌هاي جديد، تهديدهاي پيش روي امنيت جوامع، نحوه‌ي سياست‌هاي كشورهاي استعمارگر و نوع جنگ‌ها نيز دچار تغييرات اساسي شده و نبردهاي با تجهيزات و نفرات زياد و جنگ‌هاي سخت، جاي خود را به نبرد انديشه و جنگ نرم داده‌اند. تمامي اين موارد، ضرورت تغيير در نحوه‌ي سياست‌هاي دفاعي كشورها به جهت آمادگي در برابر تهديدهاي نوين دشمنان را نشان مي‌دهد. طبق نظر كارشناسان امر، بهترين راه مقابله با اين تهديدها و حفظ امنيت جوامع، مجموعه اقدامات پيشگيرانه‌اي است كه در شمار پدافند غيرعامل قرار مي‌گيرد.

The present study aims to show the role and importance of passive defense and the way it has been employed during history by rulers and kings of different countries to sustain their governments against natural and manmade dangers and events and also more importantly, to compare it with military approaches. Library studies and interviews with commanders and army officers have been used to collect data. During history, maintaining security has always been one of the main concerns of rulers. As time passed and changes made in human communities and also technologies developed, so the threads to communities’ security, colonist countries’ policies and type of wars underwent drastic changes. All these issues show the necessity of making change in countries’ defense system to face enemies’ modern threads. Experts believe that the best strategy against these modern threads is some precautionary and preventive measures which are considered as passive defense.
