Employment Growthc Trend and Its Structural Shifts In Industry Sector, An Analysis Of Iranʹs Different Regions

In the real world growth and development are almost impossible without attention given to the industrial sector. Human resources and employment are important economic problems. Employment is the most significant issue in the study of Iraninan economy. Analysis of industrial employment and its structure, requiers the study of resources which is necessary for a balanced regional employment. Having calssified the Iranian Provinces by industrial employment growth rates, during 1974-1994, the following results have been obtained : in 20 provinces, growth rate is greater than that of the country as a whole and in 4 provinces it is less than that of the country as a whole. The growth rate of the provinces in period 1984-1994 is also greater than that of period 1974-1984. This means that employment growth rate in 10 provinces of the country increased and in 14 others, decreased, the industrial employment growth rate of 14 provinces has been converging and that of the other 10 provinces diverging. In addition to the analysis of the industrial structure, and introducing the industries in which provinces had relative advantage in the industrial employment for period 1976-1996 in the basic industries, we analyze the differnt factors of industrial employment growth rates between provinces and the country by the shift share method. The industrial composition (ratio to suitable industrial composition for country) was in 11 provinces suitable and in 13 provinces unsitable. Also, since the differential shift was positive in 15 provinces and negative in 9 provinces, competitive effect increased different industrial employment growth rates 15 provinces and decreased them in 9 provinces. The industrial employment growth rates in 15 provinces and decreased them in 9 provinces. The industrial employment growth rate differences depend more on competitive effect and less on the industry - mix effect of the industrial composition.
