تعيين موقعيت بهينة كلانتريهاي پليس با رويكرد MCDM-GIS (مطالعه موردي: منطقه 8 تبريز)

Optimal location-allocation of the police station using MCDM-GIS (Case Study: district 8 of Tabriz)

يكي از مهمترين مراكز شهري، كلانتريهاي پليس ميباشند كه رسالت تأمين امنيت عمومي را در سرتاسر جامعه عهدهدار ميباشند. مكانيابي كلانتريهاي پليس، يك تصميم مهم در حوزه امنيت اجتماعي و عاملي تأثيرگذار در زمينه خدمتدهي پليس است. در سالهاي اخير شهر تبريز همچون ديگر شهرهاي كشور، با رشد بي رويه جمعيت روبرو گشته است و در راستاي افزايش جمعيت، مراكز تجاري، اداري، خدماتي، آموزشي، بانكها و ... افزايش يافته است و نياز به كلانتريهاي پليس بيشتر احساس ميشود. پژوهش پيش رو مكانيابي بهينه كلانتريهاي پليس منطقه8 تبريز و همچنين بررسي تطابق كلانتريهاي موجود با معيارهاي اين مقاله ميباشد. در اين پژوهش به منظور مكانيابي بهينة كلانتريهاي پليس در جهت كارايي بيشتر منطقة مورد مطالعه ابتدا مطالعات اوليه جهت شناسايي معيارهاي تأثيرگذار بر انتخاب محل بهينه كلانتريها انجام شد. سپس در قالب تكنيكهاي تصميمگيري چندمعياري و با استفاده از روش تحليل سلسله مراتبي، وزندهي معيارها صورت پذيرفت. آنگاه با مدل تاپسيس به رتبه بندي محدودههاي مناسب پرداخته شد. در نهايت با تركيب اين مدلها در سيستم اطلاعات جغرافيايي براساس پهنههاي كاملاً مناسب تا كاملاً نامناسب، طبقه بندي انجام شد. تقاطع خيابان‌هايي كه به خيابان امام خميني ميرسند محدودههاي كاملاً مناسب براي احداث كلانتريهاي پليس ميباشند. در اين پژوهش همچنين ساير محدودههاي بهينه، جهت احداث كلانتريهاي پليس پيشنهاد گرديد. در مورد كلانتري16 واقع در خيابان شريعتي شمالي نيز با معيارهاي اين پژوهش مشخص شد كه در محدوده كاملاً مناسب احداث گرديده هست و استقرار اين كلانتري نشان از بررسي نيازهاي منطقه مي‌باشد.

One of the most important urban centers is police station which police mission throughout the community are responsible for ensuring public safety. Locating the police station is an important decision in the field of social security and an effective factor in the police service. In recent years the city of Tabriz, like other cities in the country, has been encountered with population growth and in line with population growth, commercial, administrative, service, educational and bank centers have been increased, so the need for more police stations is felt. The optimal site location of police station of district 8 of Tabriz is the goal of this research. In this study to determine the optimal location of police stations for more efficient preliminary in the study area, at first the primary studies to identify effective criteria for choosing the optimal location of police stations have been done, then by Multi-Criteria Decision Making (MCDM) and using Analytical Hierarchy Process (AHP), weighting the criteria has been done and after that TOPSIS model was used to rank the appropriate area. At last by combining these models in Geographic Information System (GIS) the areas were classified from absolutely suitable to absolutely unsuitable areas. The intersection streets that meet Imam Khomeini Avenue are perfectly suitable for construction of the police station. In this study, as well as other optimal locations for construction of police stations, it is proposed that police station 16 located in North Shari’ati Street was constructed in the perfectly suitable area based on the criteria of this research. The establishment of this station is based on the region needs and was constructed in the best place.
