چكيده فارسي :
امنيت از نيازهاي اساسي و دائمي هر جامعه مي‌باشد كه ايجاد، حفظ و گسترش آن از اهداف و ارزش‌هاي بنيادين دولتها است. تحقق اين مهم نيازمند شناخت مجموعه عواملي است كه در ايجاد و ارتقاي آن نقش دارند. توجه به روش‌هاي مديريت صحيح جامعه و هم‌چنين مديريت شهري مي‌تواند در ايجاد امنيت در جامعه و شهرها تأثيرگذار باشد. هدف كلي اين پژوهش، بررسي نقش مديريت شهري بر توسعه امنيت پايدار در محيط شهري استان مازندران با چهار مؤلفه (هماهنگي ارگان‌هاي تصميم‌گيرنده، هماهنگي عوامل اجرايي، ارزيابي و كنترل طرح مصوب و تمركززدايي) بوده است.
پژوهش حاضر توصيفي از نوع زمينه‌يابي و جامعه آماري اين پژوهش شهروندان 15 تا 64 سال استان مازندران در سال 1395 مي‌باشند كه به‌عنوان جامعه آماري مورد پرسش‌گري قرار مي‌گيرند. براي جمع‌آوري اطلاعات از روش‌هاي مطالعات ميداني و كتابخانه‌اي، مراجعه به كتب، نشريات، پاياننامه‌ها و سايت‌هاي علمي معتبر استفاده‌شده است. ابزار گردآوري اطلاعات پرسش‌نامه محقق ساخته با 26 سؤال و با طيف 5 گزينه‌اي ليكرت بوده و در آن از گزينه‌هاي خيلي‌كم، كم، متوسط، زياد و خيلي زياد باارزش عددي 1 تا 5 استفاده شد. روايي اين پرسش‌نامه توسط اساتيد راهنما و مشاور و متخصصان مربوطه و پايايي آن با استفاده از ضريب آلفاي كرونباخ 96/0 محاسب‌هشده است. روش آماري در اين پژوهش از انواع توصيفي و استنباطي و در بخش استنباطي از آزمون t تك نمونه‌اي و براي محاسبات از نرم‌افزار SPSS كمك گرفته‌شده است.
يافته‌هاي حاصل از پژوهش نشان مي‌دهد بدون شناخت مسائل شهروندان و استفاده از مشاركت عمومي آنها، نمي‌توان فضاهاي شهري را براي آنها، قابل استفاده و امن كرد. از اين‌رو مي‌توان نتيجه گرفت با ايجاد ساختار مناسب در مديريت هماهنگ شهري و هم‌گرايي و تقويت امكانات اجرايي و اداري شهرها و با نظامي غيرمتمركز و قادر ساختن مقامات محلي براي شناسايي مشكلات، تعيين اولويت‌ها و سياست‌گذاري براي رفع آنها احساس تعلق و هم‌بستگي شهروندان را افزايش داده و اين امر سبب توسعه امنيت پايدار مي‌شود.
نتايج حاصل از پژوهش نشان مي‌دهد بين مديريت شهري با ابعادي نظير (هماهنگي ارگان‌هاي تصميم‌گيرنده، هماهنگي عوامل اجرايي، ارزيابي و كنترل طرح مصوب و تمركززدايي) و توسعه امنيت پايدار رابطه مثبت و معناداري وجود دارد ازاين‌رو مي‌توان گفت مديريت شهري رويكردي است كه با اعمال صحيح و اصولي آن مي‌توان پايه‌هاي امنيت شهري را بنا نموده و آنها را توسعه داد.

Security is the basic and permanent requirementsof every society, which creation, maintain and expand it is the fundamental goal and value of the states. Realization of this requires recognitionthe set of factors that contribute to its creation and promotion. Therefore, attention to proper management methods of the community as well as urban management can be effective in creating security in society and cities. The overall objective of this research is to investigate the role of urban management on sustainable security development in urban environment of Mazandaran province with four components (coordination of decision-making organizations, coordination of executive agents, evaluation and control of the approved plan and decentralization). The research method is descriptive and the statistical population of this research are 15-64 years old citizens of Mazandaran province in 1395 as a statistical community that has been questioned. Field and library studies, referrals to books, journals, dissertations and authoritative scientific sites is used in order to collect information. The data gathering tool of questionnaire is realized with 26 questions and 5-option Likert scale. Questionnaire options are included very low, low, moderate, high and very high with numerical values of one to five. The validity of this questionnaire is calculated by the supervisor and advisor and respective experts and its reliability is calculated by Cronbach's alpha coefficient of 0.96. The statistical method in this research is descriptive and inferential type. In the inferential part, the one sample t-test is used and SPSS software has been used for calculations. The results are shown that the coordination of the decision-making organizations, the coordination of the executive, the evaluation and control of the approved plan and the decentralization cause sustainable security. In the final analysis, urban management creates security Sustainable urbanization.
The results of the research are shown that there is a positive and significant relationship between urban management with aspects such as (coordination of decision-making organizations, coordination of executive agents, evaluation and control of approved and decentralized plan) and sustainable development. Therefore, urban management is an approach that is Correct and principled actions can be used to build and develop the foundations of urban security.
