Scientific discovery of cybercrime and the role of Fata police in Mazandaran province in the field of prevention and cyber security

چند دهه‌اي است رشد دانش و آگاهي عمومي و گسترش همه‌جانبه تحولات در جوامع ملي و محيط جهاني از سرعت، وسعت و شدت بيش‌تري برخوردار شده، به‌نحوي‌ كه حجم فزاينده‌اي از اطلاعات مورد نياز جامعه امروزي، با استفاده از فناوري‌هاي پيشرفته، از جمله رايانه و شبكه‌هاي مرتبط با آن توليد، ذخيره، ارسال و توسعه مي‌يابد. هم‌چنين گسترش روزافزون فناوري‌ها در كنار كثرت روابط انساني و لزوم توجه به اصل سرعت، استفاده از ابزارهاي رايانه‌اي را اجتناب‌ناپذير كرده و با درنورديدن ثغور، عرصه نويني از فعاليت‌هاي انساني را بازكرده و موجب تضعيف مشروعيت قوانين براساس مرزهاي جغرافيايي شده است. پژوهش حاضر از نظر نوع و هدف، كاربردي و از نظر ماهيت به‌صورت توصيفي و روش گردآوري اطلاعات به‌صورت كتابخانه‌اي و تئوريك است، و مطالب موجود در اين زمينه، با تحليل استدلال‌هاي نگارنده نگارش يافته است. يافته‌هاي پژوهش حاكي از آن است كه ماهيت و ويژگي‌هاي خاص جرايم سايبري از جمله داشتن ابعاد جهاني و فراملي، فقدان رويه‌هاي مشخص پيرامون همكاري‌هاي متقابل و تعريف قانوني واحد از جرايم سايبري، بالا بودن سرعت ارتكاب و هزينه‌هاي كشف اين جرايم، مراجع قضايي و انتظامي را با چالش‌هاي جديدي مواجه كرده است. هم‌چنين، با رشد سريع و در عين‌حال نامتوازن ساختار فضاي سايبري، اين بستر به يكي از نقاط بالقوه آسيب‌پذير و خطرناك در جهان مبدّل شده است كه ضرورت توجه و رسيدگي سريع، نظام‌مند، معقول و هدفمند به‌‌منظور مصون‌سازي اين بستر از تهديدات موجود و پديده نوظهور سايبر را در فضاي بين‌المللي مي‌طلبد. نتايج پژوهش نشان مي‌دهد كه پليس فتا با حضور تخصصي و هوشمندانه و اطلاع‌رساني و گسترش آموزش همگاني به رعايت نظم‌وامنيت و قوانين در دنياي مجازي و اينترنت كمك مي‌‌كند و از وقوع جرايم مي‌كاهد و يا در صورت وقوع جرم به پيگيري و كشف آن مي‌پردازد.

For decades, the growth of knowledge and public awareness and the expansion of the full range of developments in national societies and the global environment has been accelerating, expanding and intensifying, while an increasing amount of information is needed in today's society, using advanced technologies, including computers and related networks Produces, stores, sends and develops. Also, the increasing spread of technologies along with the plurality of human relationships and the need to pay attention to the principle of speed, the inevitable use of computer tools, and, by taking over, has opened a new field of human activity and undermined the legitimacy of laws based on geographical boundaries. The present research is of a type and purpose, applied and of a descriptive nature, and the method of data collection is library and theoretical, and the materials in this field are written by analyzing the arguments of the author. Research findings suggest that the specific nature of cybercrime, including global and transnational dimensions, the lack of specific procedures for cross-border cooperation, and the legal definition of cybercrime, the high speed of committing and the costs of detecting these crimes, judicial authorities an‎d the law enforcement faces new challenges. The results of the research show that the Feta Police, with its specialized and intelligent presence and the dissemination of information and public education, is helping to maintain order and security and laws in the virtual world and the Internet, reducing crime, or, if crime occurs, tracking and discovering it.
