ارزيابي تأثير شهرداري الكترونيكي بر كاهش هزينه‌هاي بروكراسي (مطالعه موردي: مناطق 15 گانه شهرداري اصفهان)

Evaluation Effect of Electronic Municipality on Reducing the Cost of Bureaucracy (Case Study: Isfahan Municipality)

واژه بوروكراسي (bureaucracy) از دو بخش bureau به معني ميز و دفتر كار و پسوند cracy به معني ديوان‌سالاري ايجاد شده است. به‌طوركلي، ديوان‌سالاري يا بوروكراسي به معني يك سيستم با كاركرد عقلاني و قانونمند است. اما اين سيستم در بسياري از كشورهاي جهان سوم از جمله ايران به ‌منزله‌ي فساد اداري و رشوه‌گيري يا كاغذبازي شناخته مي‌شود. در پژوهش حاضر نيز ﺑﻮروﮐﺮاﺳﯽ به‌منزله‌ي ﯾﮏ ﺑﯿﻤﺎري ادراك مي‌شود ﮐﻪ سازمان‌هاي ﺑﺰرگ ﺑﺪان ﻣﺒﺘﻼ ﻫﺴﺘﻨﺪ كاغذبازي‌هاي بي‌حدوحصر را شامل مي‌شود. در اين سيستم، كارمندان با موظف‌دانستن خود نسبت به رعايت همه‌ي مقررات و قوانين، زمان انجام كار ارباب‌رجوع را طولاني مي‌كنند؛ گرچه مي‌دانند لزومي ندارد بسياري از اين قوانين در روند فعاليت‌ها اجرا شود. همه‌ي فعاليت‌هاي سازمان‌هاي رسمي به‌صورت كتبي انجام مي‌شود. اين عمل علاوه‌بر اتلاف وقت و ضايع‌شدن نيروي انساني، باعث كندي پيشرفت كار و مشكلات بعدي مي‌شود. اين تشريفات زايد و پيچيده را كاغذبازي مي‌گويند. همچنين با افزايش تماس ميان ارائه‌دهندگان خدمت و دريافت‌كنندگان آن، امكان بروز رشوه‌خواري در سازمان افزايش مي‌يابد. امروزه بسياري از سازمان‌هاي بزرگ به‌ويژه شهرداري‌ها، با اين قبيل مشكلات روبه‌رو هستند؛ بنابراين روشن است كه برپايي دولت الكترونيكي و اتوماسيون اداري در شهرداري، مي‌تواند گره‌گشاي اين مشكلات باشد. پژوهش حاضر ازنظر هدف، كاربردي و ازنظر ماهيت، توصيفي‌تحليلي است و با استفاده از تجزيه‌وتحليل پرسشنامه‌اي كه محقق آن را طراحي كرده‌ است و توسط عده‌اي از كارمندان شهرداري اصفهان به‌عنوان نمونه‌ي آماري آن را تكميل كرده‌اند، بررسي تأثير شهرداري الكترونيك بر كاهش هزينه‌هاي بروكراسي در مناطق 15گانه‌ي شهرداري اصفهان مي‌پردازد. در بخش آمار استنباطي، براي بررسي فرضيه‌هاي پژوهش از آزمون تي‌استيودنت استفاده شده است. بر اساس نتايج حاصل از پژوهش، شهرداري الكترونيكي تأثير مثبت و معناداري بر كاهش هزينه‌ي كاغذبازي و كاهش اتلاف وقت از سوي كاركنان و همچنين كاهش فساد اداري در سازمان دارد.

The word bureaucracy from the two parts of (bureau) means work desk and office and suffix of (cracy) means bureaucratic has been created. In general, the bureaucratic or the bureaucracy means a rational and orderly functioning system. But this system in many of third world countries such as Iran as administrative corruption or paperwork and bribery is called. In this study the bureaucracy as a disease that affects the large organizations understood and includes limitless bureaucracies. In this system, employees know that they are obliged to observance of all laws and regulations, prolong work time of clients, although they know not necessarily many of these laws be implemented in the activities. All activities of formal organization are conducted as writing. This action in addition to the waste of time and loss of manpower, causes the slowing the work progress and the next problems. This waste and complex formality is called as paperwork (officialism). Well as by raising contact among the service providers and recipients of it incidence possibility of corruption in the organization increases. Today, many of the large organizations, especially municipalities that form the beating heart of the city are considered faced with such problems. So it is clear that the establishment of e-government and office automation in the municipality can be resolver of this problem. The present study in terms of objective is applied and in terms of nature is descriptive - analytical and evaluates the effect of electronic municipality on reducing the cost of bureaucracy in the 15 districts of the municipality. research method is causal-comparative and results of the research show that electronic municipality has positive and meaningful impact on reducing the cost of paperwork and reduce waste of time by employees, as well as reducing the amount of bribery in the organization.
