تعيين استراتژي بهينه واحدهاي امور حقوقي و امور املاك و مستغلات مناطق يازده‌گانه شهرداري كلان‌شهر فرهنگي و مذهبي شيراز با استفاده از الگوي تلفيقي SWOT-QSPM

Determine the optimal strategy of legal and Real Estate Affairs of 11 Districts of Shiraz Metropolitan Municipality Cultural and Religious using SWOT-QSPM Integrated Model

مناطق و سازمان‌هاي شهرداري شيراز همواره از حيث بهره‌گيري از روش‌هاي علمي به‌منظور تصميم‌گيري درباره بقا، ادغام يا حذف واحدهاي مختلف در ساختار سازماني دچار محدوديت بوده‌اند. در مقاله حاضر، نتايج پژوهش انجام‌شده در پاسخ به سؤال شوراي شهرداران كلان‌شهر فرهنگي و مذهبي شيراز، در مورد ادغام واحدهاي امور حقوقي و امور املاك و مستغلات مناطق يازده‌گانه شهرداري شيراز در يكديگر يا ابقاي آن‌ها به شكل موجود مطرح شده است. هدف اصلي اين مقاله مطالعه چهار استراتژي كليدي ابقا يا ادغام كامل واحدهاي مذكور و ابقا يا ادغام محدود آن‌ها در يكديگر است؛ همچنين در پي نحوه انتخاب استراتژي بهينه از ميان استراتژي‌هاي ممكن با استفاده از الگوي ماتريس برنامه‌ريزي استراتژيك كمي QSPM و از طرفي ارائه رويكردي علمي مبني بر تصميم‌گيري استراتژيك و انتخاب بهترين استراتژي از بين استراتژي‌هاي احصاشده است. به اين منظور ابتدا براي بررسي موضوع، با روش خلاق طوفان فكري خبرگان و مصاحبه با كاركنان واحدهاي مذكور داده‌ها گردآوري شده است. در گام بعدي، عوامل دروني و بيروني به همراه استراتژي‌هاي مرتبط اولويت‌دار، در چهار وضعيت توسعه، تنوع، تدافع و تغيير جهت كه مبتني بر دو رويكرد كلانِ ابقا يا ادغام است، به روش تحليل SWOT احصا شده است؛ سپس استراتژي جذاب به‌وسيله ماتريس برنامه‌ريزي استراتژيك كمي QSPM شناسايي شده است. نتايج پژوهش مبين ضعف واحدهاي مذكور از‌نظر عوامل استراتژيك دروني، درزمينه ادغام كامل است؛ همچنين از حيث عوامل خارجي، ناگزير از مواجهه با تهديدها است. درنهايت با استفاده از الگوي QSPM به انتخاب استراتژي بهينه از طريق اندازه‌گيري ميزان مطلوبيت پرداخته شده است كه طي آن استراتژي ادغام محدود به شرح ذيل انتخاب و توصيه شده است: حفظ و ابقاي ادارات كل حقوقي و املاك و مستغلات در ساختار كلان شهرداري شيراز، ضمن ادغام واحدهاي امور حقوقي و امور املاك و مستغلات در يكديگر در برخي از مناطق يازده‌گانه شهرداري با توجه به نوع و حجم فعاليت‌هاي آن‌ها.

The main purpose of this study is to consider four fundamental strategies for existence or total merging of the mentioned units or their existence or limited and partial merging. Also, selecting the optimal strategy amongst the available alternatives by using the quantitative QSPM strategic programming matrix pattern in one hand, and providing a scientific approach based on strategic decision-making on the other, has been considered in order to choose the optimal strategy. For this reason, in order to collect data, the creative brainstorming method was conducted amongst the experts of this study and interviews were done with the staff members of the mentioned units. Then, the prioritized internal and external factors and their related strategies were considered by using the SWOT analysis method based on two general existence or merging approaches. Finally, the most suitable strategy was determined by using the quantitative QSPM strategic programming matrix pattern. The results of the study show the weakness of the mentioned units from the viewpoint of internal strategic factors in the field of total merging. the optimal strategy was chosen through the means of evaluating and desirability levels of all possible strategies which is the limited and partial merging strategy meaning that the mentioned units would continue their overall existence in the structural organization of the Shiraz municipality but it will go under partial merging in some of the eleven sections of the municipality depending on the type and volume of the activities taking place within
