كاداستر، در مقام مهندسي هدفمند اطلاعات با رويكرد ثبات و امنيت حقوقي بر مبناي واحد زمين استوار شده و كاركرد تكنولوژي آن از نوع اطلاعاتي و خدماتي است. كارآمدي و به روز رساني اين سيستم پويا مي تواند آثار مستقيم و غيرمستقيمي در كاركرد ديگر سيستم ها ايجاد نمايد. كاداستر، الگوي مديريتي و ثبتي نوين محسوب مي شود. امنيت و شفافيت معاملات زمين در پرتو همين چهارچوب فكري قابل توجيه است. تكنولوژي اطلاعاتي كاداستر، بر مبناي توليد و مصرف بهينۀ اطلاعات تأكيد دارد. اجراي كامل كاداستر چندمنظوره (جامع) مي تواند منافع دولت و مردم را به عنوان يك هدف ملي برآورده سازد. بهبود دسترسي به اطلاعات و كاربرد بهتر داده هاي مكاني و زماني در سطحي وسيع تر سبب تغيير رويكردها و اصلاح كاركردها از طريق سيستم كاداستري است. كاداستر چند منظوره و بهره برداري پايدار از حقوق زمين در حال تغيير ماهيت و پيش بيني احتمالات است. ايجاد امكانات جديد براي برنامه ريزان با هدف كاهش اختلافات و استانداردسازي تصميمات را دنبال مي كند. بنابراين، بازدهي اطلاعات كاداستري در مديريت منابع و كسب منافع حداكثري است. استانداردهاي كيفيت، بهره برداري معقول، ايجاد امنيت حقوقي، افزايش ضريب اعتماد به سرمايه گذاري، حداكثر مطلوب بهره برداري، حداكثر برداشت اقتصادي، توازن زيست محيطي و تحقيقات عملياتي در اين سيستم، جايگاه مخصوصي دارند. اين مقاله بر آن است تا ابتدا مفهوم كاداستر دولتي را تبيين و در ادامه به ماهيت، كاركرد و آثار همه جانبه آن بپردازد.
