بررسي روش‌هاي انتظامي در مقابله با انحراف و قاچاق پيش سازهاي مواد مخدر

مصرف مواد مخدر به دليل امكان تهيه و توليد آسان پيش سازها و مواد ضروري در هر منطقه حتي با اختيار داشتن تجهيزات ابتدايي و مهمتر از همه عدم شناخت مامورين مبارزه كننده با تنوع مواد پيش ساز و تعدد توليدات آن­ها و همچنين عدم آگاهي كافي با نحوه نگهداري و قاچاق پيش سازها و چگونگي مقابله با آن­ها و عدم همكاري مستمر و چشمگير ديگر سازمان­هاي همكاري كننده با نيروي انتظامي از مشخصه بارز و دلايل گسترش و شيوع سوء مصرف مواد مخدر و روانگردان مي باشد. مواد شيميايي ذاتا قانوني هستند كه در صنايع مختلف نقشي مهم ايفا مي كنند، تنها انحراف مواد شيميايي از بازار قانوني و استفاده غير مجاز آن­هاست كه جرم محسوب مي گردد. بنابراين اگر مأموران، آگاهي لازم را براي تشخيص محموله هاي مجاز و غير مجاز نداشته باشند، قادر نخواهند بود از انحراف و قاچاق پيش سازها جلوگيري نمايند. بدون شك در اين زمينه دانش پليسي هوشمند و آگاه به علوم و فنون اطلاعات روز و همگام با پيچيدگي روش هاي نوين نياز مي باشد.. روش تحقيق تحليلي، كيفي- اكتشافي بوده و ابزار گرد آوري، كتابخانه اي و همچنين از مصاحبه هاي نيمه عميق ساخت يافته توسط كارشناسان عملياتي پليس مبارزه با مواد مخدر و گمرك و روش نمونه گيري به صورت هدفمند و تعداد جامعه نمونه 14 نفر تا حد رسيدن به اشباع نظري مي باشد. از نتايج تدوين اين مقاله، مشخص گرديد: روش­هاي انتظامي در مقابله با قاچاق و انحراف از مسير قانوني بسيار مؤثر مي باشد و بيشتر پاسخگويان استقرار ايست و بازرسي ثابت و سيار، استفاده از نيروي انساني ماهر و آموزش ديده، به كارگيري تجهيزات نوين براي كشف جاسازي­هاي مواد پيش ساز مثل دستگاه x ray، افزايش گشت هاي انتظامي آشكار و پنهان، چهره زني و گشت زني هدفمند، كنترل بارنامه هاي گمركي در گلوگاه­ها و ايستگاه­هاي بازرسي را اعلام نموده اند.

Drug use is possible due to the possibility of easy preparation and production of precursors and essential materials in any area, even with the availability of basic equipment and, most importantly, the lack of knowledge of the officers fighting against the variety of precursors and the multiplicity of their products. How to maintain and smuggle precursors and how to deal with them and the lack of continuous and significant cooperation of other organizations cooperating with law enforcement is a clear feature and reasons for the spread and prevalence of drug and psychotropic abuse. Chemicals are inherently legal that play an important role in various industries, only the deviation of chemicals from the legal market and their unauthorized use is a crime. Therefore, if the agents do not have the necessary knowledge to identify the permitted and unauthorized shipments, they will not be able to prevent the diversion and smuggling of precursors. Undoubtedly, in this field, intelligent and knowledgeable police knowledge of modern information science and technology is needed, along with the complexity of new methods. Constructed by the operational experts of the Anti-Narcotics and Customs Police and the sampling method in a targeted manner and the number of the sample population is 14 people to the extent of reaching theoretical saturation. From the results of this article, it was found that disciplinary measures are very effective in combating trafficking and deviating from the legal path, and most respondents establish stable and mobile checkpoints, use skilled and trained manpower, and use new equipment. To detect the placement of precursors such as x-ray machines, increase overt and covert police patrols, face-to-face patrols and targeted patrols, customs checkpoints at checkpoints and checkpoints have been announced.
