يكي از مؤلفه‌هاي مؤثر در نظم و امنيت، ميزان رضايت شهروندان شهرستان بندرعباس است كه به نحوه عمل مجريان اعمال قدرت مرتبط است. با توجه به اهميت موضوع، محقق اين پژوهش را با هدف شناسايي تأثير حقوق شهروندي مرزنشينان بر نظم و امنيت در مناطق مرزي انجام داده است. منظور از حقوق شهروندي در اين عبارت مجموعه قوانين و مقرراتي است كه حقوق و امتيازات فطري انسان ها را در تعامل با اشخاص حقيقي و حقوقي عينيت مي بخشد و وضع شهروندي نيز نوعي قرارداد اجتماعي است كه هدف اصلي آن ارتقاي رفاه و امنيت در سطح جامعه به شمار مي رود. اين قرار داد به اين امر مي پردازد كه افراد در جامعه داراي حقوق و تكاليفي هستند كه بطور منطقي رابطه تنگاتنگي دارند. هدف اين مقاله تبيين و بررسي حقوق شهروندي و نقش آن در نظم و امنيت شهرهاي مرزي بوده كه دراين راستا با توجه به اهميت نقش شهروندان در برقراري نظم و امنيت اجتماعي ، تأثير تعاملات شهروندان با دولت و بالطبع مشاركت شهروندان جهت برقراي نظم و امنيت اجتماعي كه ناشي از آگاهي شهروندان از قوانين و حقوق شهروندي و اهميت موضوع نظم و امنيت مي باشد ، مورد توجه قرارگرفته است. روش پژوهش از نوع توصيفي- تحليلي و ابزار گرداوري اطلاعات، استفاده از منابع كتابخانه‌اي است. نتايج حاصله حاكي از آن است كه توجه دولت به حقوق شهروندي و رعايت آن باعث رضايت مندي شهروندان و از طرفي جلب مشاركت آنان جهت برقراري نظم و امنيت اجتماعي در بيشتر مناطق مرزي مي گردد بدين ترتيب، امنيت اجتماعي در جامعه اي معنا پيدا مي كند كه شهروندان آن علاوه بر وجود امنيت، احساس امنيت داشته باشند و بر نظام اجتماعي سازمان يافته استوار باشد. رسيدگي به حقوق شهروندي مرزنشينان در برقراري رفتار متقابل بين دولت و شهروندان و ايجاد تعهد و تكليف نسبت به دولت بسيار تأثير گذار بوده و باعث ايجاد نظم و امنيت در شهرهاي مرزي مي گردد و آنچه مسلم است استقرار نظم و تأمين امنيت عمومي و بالا بردن ضريب احساس امنيت در شهروندان با مشاركت شهروندان و با برنامه ريزي و اقدامات انديشمندانه مبتني بر قانون و تضمين حقوق شهروندي امكان پذير خواهد بود.

One of the effective components in order and security is the level of satisfaction of the citizens of Bandar Abbas city, which is related to the way the executors of power are acting. Given the importance of the subject, the researcher conducted this study with the aim of identifying the impact of citizens' citizenship rights on order and security in border areas. Citizenship rights in this term refers to a set of rules and regulations that give human rights and natural privileges objectively in interaction with natural and legal persons, and citizenship status is a kind of social contract whose main purpose is to promote welfare and security in society. Is counted. This agreement deals with the fact that individuals in society have rights and responsibilities that are logically closely related. The purpose of this article is to explain and examine the rights of citizens and their role in the order and security of border cities. It is due to the awareness of citizens about the laws and rights of citizenship and the importance of order and security. The research method is descriptive-analytical and data collection tools are the use of library resources. The results show that the government's attention to citizenship rights and its observance satisfies citizens and on the other hand attracts their participation to establish social order and security in most border areas, thus, social security in a society that means In addition to security, its citizens feel safe and based on an organized social system. Dealing with the citizenship rights of border residents is very effective in establishing reciprocal behavior between the government and citizens and creating commitment and duty to the government, and creates order and security in border cities, and what is certain is establishing public order and security and increasing the coefficient. A sense of security in citizens will be possible with the participation of citizens and with planning and thought-provoking measures based on the law and guaranteeing citizenship rights.
