ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ اﻫﻤﯿﺖ وﯾﮋه اﺳﺘﺎن ﺑﻪ ﻋﻨﻮان ﺧﻂ ﻣﻘﺪم ﮐﺸﻮر در ﺑﺮاﺑﺮ اﻧﻮاع ﺗﻬﺪﯾﺪات ﮔﻮﻧﺎﮔﻮن ﻧﻈﺎﻣﯽ، ﺳﯿﺎﺳﯽ، اﻗﺘﺼﺎدي، زﯾﺴﺘﯽ و ... ﻻزم اﺳﺖ ﺗﻮﺟﻪ وﯾﮋه اي ﺑﻪ اﯾﻦ اﺳﺘﺎن در ﺣﻮزه ﻫﺎي ﮔﻮﻧﺎﮔﻮن ﭘﺪاﻓﻨﺪ ﻏﯿﺮﻋﺎﻣﻞ ﺑﻪ ﻋﻤﻞ آﻣﺪه ﺗﺎ اﻫﺪاف ﻣﻬﻤﯽ ﮐﻪ در اﯾﻦ ﺣﻮزه ﻣﺪ ﻧﻈﺮ ﻣﻘﺎم ﻣﻌﻈﻢ رﻫﺒﺮي )ﻣﺪﻇﻠﻪ اﻟﻌﺎﻟﯽ( ﻣﯽ ﺑﺎﺷﺪ ﻣﺎﻧﻨﺪ اﻓﺰاﯾﺶ ﺗﻮان ﺑﺎزدارﻧﺪﮔﯽ، ﺣﻔﻆ و ارﺗﻘﺎء ﭘﺎﯾﺪاري ﻣﻠﯽ، ﺗﺪاوم ﻓﻌﺎﻟﯿﺖ ﻫﺎي ﺿﺮوري ﮐﺸﻮر، ﺻﯿﺎﻧﺖ از زﯾﺮﺳﺎﺧﺖ ﻫﺎ و ﺳﺮﻣﺎﯾﻪ ﻫﺎي ﻣﻠﯽ ﺑﺨﺼﻮص اﺳﺘﻤﺮار ﺧﺪﻣﺎت رﺳﺎﻧﯽ ﺑﻪ ﺟﺎﻣﻌﻪ ﺿﻤﻦ ﺣﻔﻆ ﺳﻼﻣﺖ آﺣﺎد ﻣﻠﺖ در ﻫﺮ ﺷﺮاﯾﻂ ﻣﯿﺴﺮ ﮔﺮدد. و ﺑﺘﻮان ﺳﯿﺎﺳﺖ ﻫﺎي در راﺳﺘﺎي ﭘﺪاﻓﻨﺪ ﻏﯿﺮ ﻋﺎﻣﻞ ﺑﺎ در ﻧﻈﺮ ﮔﺮﻓﺘﻦ ﺗﻮﺳﻊ اﺳﺘﺎن و ﻣﻘﺎﺑﻠﻪ ﺑﺎ ﺗﻬﺪﯾﺪات را اراﺋﻪ ﻧﻤﻮد. در اﯾﻦ راﺳﺘﺎ ﺗﻮﺟﻪ ﺑﻪ ﻇﺮﻓﯿﺖ ﻫﺎ و ﺗﻮاﻧﻤﻨﺪي ﻫﺎي ﻣﺨﺘﻠﻒ ﺟﻐﺮاﻓﯿﺎﯾﯽ، ﺟﻤﻌﯿﺘﯽ و اﻗﺘﺼﺎدي ﺑﯿﺶ از ﻫﺮﭼﯿﺰ ﻣﯽ ﺗﻮاﻧﺪ در ﺟﻬﺖ ﻧﯿﻞ ﺑﻪ اﯾﻦ اﻫﺪاف ﻣﺴﺪوﻟﯿﻦ ﮐﺸﻮر را ﯾﺎري رﺳﺎﻧﺪ. آﻧﭽﻪ ﻣﺴﻠﻢ اﺳﺖ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ اﯾﻨﮑﻪ اﯾﻦ اﺳﺘﺎن دروازه ورود و ﻧﻔﻮذ ﺗﻬﺪﯾﺪات ﮔﻮﻧﺎﮔﻮن ﺑﻪ ﮐﺸﻮر ﻣﯽ ﺑﺎﺷﺪ؛ ارﺗﻘﺎء ﺗﻮان ﺑﺎزدارﻧﺪﮔﯽ و ﺗﻮﺟﻪ وﯾﮋه ﺑﻪ اﺻﻮل و ﻣﻼﺣﻈﺎت ﭘﺪاﻓﻨﺪ ﻏﯿﺮﻋﺎﻣﻞ در زﯾﺮﺳﺎﺧﺖ ﻫﺎي ﺣﯿﺎﺗﯽ و ﺣﺴﺎس اﯾﻦ اﺳﺘﺎن ﻣﯽ ﺗﻮاﻧﺪ ﺗﺎ ﺣﺪ زﯾﺎدي در ﺣﻔﻆ اﻣﻨﯿﺖ و ﺳﻼﻣﺖ ﮐﻞ ﮐﺸﻮر ﻣﻮﺛﺮ ﺑﺎﺷﺪ و در ﺑﺮﻧﺎﻣﻪ رﯾﺰي ﻫﺎي ﺗﻮﺳﻌﻪ ﻫﻤﻪ ﺟﺎﻧﺒﻪ اﺳﺘﺎن ﺑﻪ ﮐﺎر ﺑﺮده ﺷﻮد . در ﯾﮏ ﮐﻼم ﻣﯽ ﺗﻮان ﻫﺮﻣﺰﮔﺎن ﺗﻮﺳﻌﻪ ﯾﺎﻓﺘﻪ، اﯾﻤﻦ و ﭘﺎﯾﺪار در ﺑﺮاﺑﺮ ﺗﻬﺪﯾﺪات ﮔﻮﻧﺎﮔﻮن دﺷﻤﻨﺎن را ﺑﻪ ﻋﻨﻮان ﺳﭙﺮي ﻣﺴﺘﺤﮑﻢ ﺑﺮاي ﮐﻞ ﮐﺸﻮر در ﻧﻈﺮ ﮔﺮﻓﺖ و راه ﻧﻔﻮذ ﺑﺨﺶ اﻋﻈﻤﯽ از ﺧﻄﺮات و ﺗﻬﺎﺟﻤﺎت ﻣﺘﺼﻮر ﻋﻠﯿﻪ ﮐﺸﻮر اﻋﻢ از ﺗﻬﺪﯾﺪات ﻧﻈﺎﻣﯽ، زﯾﺴﺘﯽ، اﻗﺘﺼﺎدي و ﺣﺘﯽ ﺳﯿﺎﺳﯽ و اﺟﺘﻤﺎﻋﯽ )ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺗﺮﮐﯿﺐ ﺟﻤﻌﯿﺘﯽ اﯾﻦ اﺳﺘﺎن(؛ را ﻣﺴﺪود و ﻣﻨﻘﻄﻊ ﻧﻤﻮد. ﻣﻮﻗﻌﯿﺖ ﺧﺎص ﺟﻐﺮاﻓﯿﺎﯾﯽ و ﻣﺮزي اﺳﺘﺎن ﻫﺮﻣﺰﮔﺎن ﺳﺒﺐ ﺷﺪه اﺳﺖ ﮐﻪ ﭘﺎﺳﮕﺎه ﻫﺎي ﻣﺮزي، ﺳﺘﺎدﻫﺎ و دﯾﮕﺮ ﻣﻘﺮﻫﺎي اﻧﺘﻈﺎﻣﯽ اﯾﻦ اﺳﺘﺎن در ﻣﻌﺮض ﺗﻬﺪﯾﺪاﺗﯽ ﻫﻤﭽﻮن ﮔﺮوﻫﮏ ﻫﺎي ﺗﺮورﯾﺴﺘﯽ، ﻗﺎﭼﺎﻗﭽﯿﺎن ﻋﻤﺪه ي ﻣﻮاد ﻣﺨﺪر، ﺳﻮﺧﺖ و ﮐﺎﻻ ﻗﺮار ﮔﯿﺮد و ﺿﺮورت اﻓﺰاﯾﺶ ﺿﺮﯾﺐ اﻣﻨﯿﺖ آن ﻫﺎ ﺑﺎ اﺳﺘﻔﺎده از روﯾﮑﺮد ﭘﺪاﻓﻨﺪ ﻏﯿﺮﻋﺎﻣﻞ را اﯾﺠﺎد ﻧﻤﺎﯾﺪ. ﻫﺮﻣﺰﮔﺎن اﯾﻤﻦ و ﭘﺎﯾﺪار در ﺑﺮاﺑﺮ ﺗﻬﺪﯾﺪات ﮔﻮﻧﺎﮔﻮن دﺷﻤﻨﺎن را ﻣﯽ ﺗﻮان ﺑﻪ ﻋﻨﻮان ﺳﭙﺮي ﻣﺴﺘﺤﮑﻢ ﺑﺮاي ﮐﻞ ﮐﺸﻮر در ﻧﻈﺮ ﮔﺮﻓﺖ و راه ﻧﻔﻮذ ﺑﺨﺶ اﻋﻈﻤﯽ از ﺧﻄﺮات و ﺗﻬﺎﺟﻤﺎت ﻣﺘﺼﻮر ﻋﻠﯿﻪ ﮐﺸﻮر اﻋﻢ از ﺗﻬﺪﯾﺪات ﻧﻈﺎﻣﯽ، زﯾﺴﺘﯽ، اﻗﺘﺼﺎدي و ﺣﺘﯽ ﺳﯿﺎﺳﯽ و اﺟﺘﻤﺎﻋﯽ )ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺗﺮﮐﯿﺐ ﺟﻤﻌﯿﺘﯽ اﯾﻦ اﺳﺘﺎن(؛ را ﻣﺴﺪود و ﻣﻨﻘﻄﻊ ﻧﻤﻮد. از آﻧﺠﺎﯾﯽ ﮐﻪ ﻧﺨﺴﺘﯿﻦ درﮔﯿﺮي ﻫﺎ ﺑﻪ ﻃﻮر ﻣﻌﻤﻮل در ﺧﻄﻮط ﻣﺮزي اﺗﻔﺎق ﻣﯽ اﻓﺘﺪ، ﺑﺮاي اﺟﺮاي دﻗﯿﻖ وﻇﯿﻔﻪ ﺳﻨﮕﯿﻦ ﺣﻔﻆ و ﺣﺮاﺳﺖ از ﮐﺸﻮر اﺳﻼﻣﯽ اﯾﺮان، ﺑﺎﯾﺪ ﺧﻄﻮط ﻣﺮزي را ﺑﺎز ﺷﻨﺎﺧﺖ و ﻋﻮارض ﻃﺒﯿﻌﯽ زﻣﯿﻦ را ﻧﻘﺸﻪ ﺑﺮداري و ﺷﺒﯿﻪ ﺳﺎزي ﮐﺮد.
