Enumerate, Assessment, and Gap Analysis of the Dimensions of Cyber Observation, Monitoring and Warning System from the Perspective of National Security

امروزه با توجه به گسترش روزافزون فضاي سايبري در حوزه‌هاي اقتصادي، سياسي، فرهنگي و نظامي در سطح كشورها، تأثيرگذاري آن بر امنيت ملي غير قابل انكار است. لذا يكي از محورهاي اصلي تهديد امنيت ملي در عصر ارتباطات و جهاني‌شدن براي كشورها حوزه سايبر است. با توجه به اينكه بخش قابل ‌توجهي از وقايع گذشته در حوزه سايبر ناظر به ايجاد ناامني و تهديدات امنيتي كه قابليت ايجاد اخلال در نظم عمومي جامعه به‌عنوان يكي از عناصر امنيت ملي را داشته، بوده است؛ وجود نظامي منسجم به‌منظور تعيين نقش حاكميت، جهت‌دهي فعاليت‌هاي اجرايي و هماهنگي، نظارت و هدايت بخش‌هاي درگير، جهت پايش روند تحولات فضاي سايبري با رويكرد امنيت ملي بيش‌ازپيش ضروري به نظر مي‌رسد. نظام رصد، پايش و هشداردهي سايبري كشور با رويكرد امنيتمحور، ضمن مديريت تهديدات ملي و بين‌المللي با تسهيل امور و توانمندسازي حوزه‌هاي مختلف، زمينه‌ساز گسترش حوزه نفوذ در عرصه‌هاي مختلف مي‌شود. بر اين اساس هدف پژوهش پيشرو، احصاء ابعاد نظام رصد، پايش و هشداردهي سايبري از منظر امنيت ملي و تبيين شكاف بين وضعيت موجود و وضعيت مطلوب آن است. اولويت‌بندي پرداختن به هر يك از اين ابعاد به‌منظور نيل به وضعيت مطلوب نيز بخش ديگري از اهداف اين پژوهش است. با توجه به موضوع و هدف پژوهش، نوع تحقيق كاربردي- توسعه‌اي[1] است و از نظر اجرا توصيفي-تحليلي است. درنهايت ابعاد نظام به ترتيب اولويت فرهنگي، اجتماعي، ديپلماسي، دفاعي-امنيتي، اقتصادي، سياسي و علم و فناوري احصاء مي‌شود. تحليل‌ها نشان مي‌دهد كه بين وضع مطلوب و وضع موجود ابعاد نظام رصد، پايش و هشداردهي سايبري از منظر امنيت ملي، تفاوت قابل ‌توجهي وجود دارد.

Nowadays, due to the increasing scope of cyber space in the economic, political, cultural and military scopes at the national level, its impact on national security is undeniable. Therefore, one of the main axes of the national security threat in the era of communications and globalization for countries is the cyberspace. Whereas a significant portion of past cyber-related incidents have been linked to the creation of insecurity and security threats that could disrupt public order as an element of national security; The existence of a coherent system to determine the role of the sovereignty, to direct executive activities and coordination, Supervision and leading the involved departments, to monitor the evolution of cyberspace with a national security approach seems more necessary than in the past. Iran's cyber observation, monitoring and warning system, with a security-centric approach, while managing national and international threats, facilitating the deployment and empowerment of different domains paves the way for the expansion of the sphere of influence in different fields. Accordingly, the purpose of the present study is to enumerate the dimensions of the cyber observation, monitoring and warning system and to clarify the gap between its present and desired status. Prioritizing addressing each of these dimensions in order to achieve the desired situation is also another part of the objectives of this study. According to the subject and purpose of the research, the type of research is applied-developmental and it is descriptive-analytical in terms of performance. Finally, the dimensions of the system are presented in the order of cultural, social, diplomatic, defense-security, economic, political, and science and technology priorities. Also the analysis shows that there is a significant difference between the desirable and the present statusof the dimensions of cyber observation, monitoring and warning system from the perspective of national security.
