چكيده فارسي :
شفافيت در آشكارشدن چگونگي تصميم‌گيري حاكمان در عرصه قدرت به‌عنوان شاخصي از كيفيت سياست و حكمراني، يكي از پايه‌هاي اصلي دموكراسي و جمهوريت و از عوامل ارزيابي اجتماعي در ايجاد حكمراني مطلوب است. شفافيت به‌عنوان يكي از ابزارهاي نظارت مردمي بر پارلمان و تاثيرگذار بر فرايند تصميم‌گيري در كشورهاست و مي‌تواند بستر تحول در عرصه قانون‌گذاري را آماده كرده و فرصتي براي آغاز اصلاحات ساختاري در بخش‌هاي مختلف جامعه باشد. مجلس شوراي اسلامي به‌عنوان يكي از قواي اساسي نظام جمهوري اسلامي ايران، در فرايند تصميم‌گيري‌هاي كشور، نقشي اساسي را به‌عهده دارد كه اين مهم در كليه اصول فصل ششم قانون اساسي جمهوري اسلامي ايران آمده است. از آنجا كه شفافيت آراي نمايندگان از عوامل تعيين‌كننده در فرايند تصميم‌گيري مجلس شوراي اسلامي است، در اين تحقيق، به بررسي ابعاد مختلف شفافيت و نقش آن در كارآمدي مجلس شوراي اسلامي از طريق آراي نمايندگان، در چارچوب نظريه حكمراني مطلوب پرداخته مي‌شود. در اين مقاله اين پرسش را مطرح كرده‌ايم كه:
شفافيت آراي نمايندگان چه نقشي در كارآمدي مجلس شوراي اسلامي از منظر حكمراني مطلوب دارد؟ در پاسخ به پرسش فوق اين فرضيه را مطرح كرده‌ايم كه به نظر مي‌‌رسد شفافيت آراي نمايندگان مجلس علاوه بر تحقق حق ذاتي مردم در آگاهي‌داشتن و نظارت بر وكلاي خود، امكان اطلاع همه مردم از فرايند قانون‌گذاري و نظارت بر آن را فراهم مي‌آورد و سلامتي و كارايي مجلس را تضمين مي‌‌كند. در اين پژوهش از روش توصيفي-تحليلي بهره گرفته شده است.

Transparency in how leaders make decisions in the sphere of power considered as a measure of political efficiency, the main foundations of democracy, and one of the variables involved in the social appraisal of the development of good governance. Transparency is assumed to be one of the instruments of popular oversight on parliament, affects the decision-making process in countries, and paved the way for enhancement of legislation, and offers an opportunity to initiate structural reforms in various sections of society. As one of the central elements of the Islamic Republic of Iran, the Islamic Consultative Assembly plays a vital role in the country's decision- making process. which, is laid out in all of the principles of section six of the Constitution of the Islamic Republic of Iran.
Since the transparency of the votes of the delegates is one of the determining factors in the decision-making process of the Islamic Consultative Assembly, this study explores the various dimensions of transparency and its function, through the votes of representatives in the context of good governance to address the efficacy of the Islamic Consultative Assembly.
The main research question of this article is: what role does the transparency of the representatives' votes play in the Islamic Republic of Iran Consultative Assembly effectiveness from the good-governance perspective?
In order to answer this question we raise the following hypothesis:
It seems, in addition to the realization of the constitutional right of voters to supervise their representatives, the transparency of the votes of Members of Parliament makes it easier for all people to be aware of a parliamentary mechanism that guarantees the health and effectiveness of the Parliament.
This research utilizes a descriptive-analytic approach.
