بررسي و تحليل عوامل مؤثر بر توسعۀ ساختار كالبدي- فضايي شهر قم با رويكرد آينده‌‌پژوهي

Investigation and analysis of factors affecting the development of physical-spatial structure of Qom city with a futures research approach

امروزه آگاهي از ساختار فضايي شهرها و دلايلي كه در دوره‌هاي مختلف بر چگونگي گسترش فضايي آن حاكم بوده، براي كنترل گسترش آن ضرورت دارد. هدف از اين پژوهش بررسي و تحليل عوامل مؤثر بر توسعه ساختار كالبدي-فضايي شهر قم با رويكرد آينده پژوهي مي‌باشد. پژوهش حاضر ازنظر هدف كاربردي، از حيث روش تركيبي از روش‌هاي اسنادي و پيمايشي در سطح اكتشافي و مبتني بر رويكرد آينده‌پژوهي است كه با به‌كارگيري تركيبي از مدل‌هاي كمي و كيفي صورت گرفته است. روش جمع‌آوري اطلاعات مطالعات كتابخانه‌اي و ميداني است. در اين پژوهش از روش تحليل ساختاري و تكنيك دلفي استفاده‌شده است. نرم‌افزارهاي مورداستفاده در اين پژوهش نرم‌افزار MIC MAC و ARC GIS مي‌باشد. بر اساس مدل تحليل ساختاري تعداد 38 شاخص در 6 گروه متغير بر اساس مطالعات پيشين و نظر كارشناسان شناسايي و موردبررسي قرار گرفت. نتايج نشان داد ميزان تأثيرگذاري متغيرهاي كالبدي و متغير سياسي – مديريتي بسيار بيشتر از ميزان تأثيرپذيري آن‌هاست و درواقع به‌عنوان مهم‌ترين متغيرهاي مؤثر بر توسعه كالبدي – فضايي شهر قم شناخته شدند. از سوي ديگر در بين شاخص‌هاي موردسنجش، شاخص‌هاي تبديل‌شدن شهرستان قم به استان در سال 1375 و ارتقاء شهر قم به مركز استان، رونق تجارت و شكل‌گيري بازار و گسترش آن و سياست‌هاي دولت و قوانين و مقررات شهري به‌عنوان مهم‌ترين شاخص‌هاي مؤثر شناسايي شدند.

Today, Awareness of the spatial structure of cities and the reasons that dominate its spatial development in different periods is necessary to control its expansion. The purpose of this research is to investigate and analyze the factors affecting the development of the physical-spatial structure of Qom city with the approach of Perspective studies. The present research is aimed at applying a combination of exploratory and exploratory methods based on a perspective approach that has been implemented using a combination of quantitative and qualitative models. The method of data collection is library and field studies. In this research, structural analysis and Delphi technique have been used. The software used in this study is MIC MAC software and ARC GIS software. Based on the structural analysis model, 38 indicators were identified and evaluated in 6 groups of variables based on previous studies and experts' opinions. The results of the system analysis indicated that the level of influence of physical and Political – managerial variables is far more than their effectiveness, and in fact they were recognized as the most important variables affecting the physical and spatial development of Qom. On the other hand, among its indices, the indices of converting the city of Qom to the province in 1996 and promoting the city of Qom to the provincial capital, the prosperity of trade and the formation of the market and its expansion, and government policies and urban laws and regulations were identified as the most important indicators.
