تحول گفتمان‌هاي امنيت ملي در جمهوري اسلامي ايران

The Transformation of National Security Discourses in the Islamic Republic of Iran

هدف پژوهش حاضر بررسي تحول گفتمان‌هاي امنيت ملي در جمهوري اسلامي ايران است. در اين راستا و با روش توصيفي و تحليلي، اين پژوهش ضمن بررسي و نقد نظريات موجود، با ارائه مدل جديدي براي تحليل تحولات گفتمان‌هاي امنيت ملي در جمهوري اسلامي ايران بر اين ديدگاه تاكيد مي‌نمايد كه همواره شاهد حضور دو گفتمان رقيب در عرصه سياسي و در ميان نخبگان بوده‌ايم. به طوري كه نمي‌توان سير اين تحولات گفتماني را در يك مسير تكاملي و رو به رشد تحليل كرد. اين دو گفتمان رقيب توسط برخي تحت عناويني چون سنتي- نوين يا انقلابي- ملي دسته بندي شده‌اند. ولي تحليل دو گفتمان مذكور نشان‌دهنده آن است كه دال محوري آنها را مي‌توان دو مفهوم هويت‌گرايي و توسعه‌گرايي دانست. در صحنه‌ واقعيت و عمل نيز در جمهوري اسلامي ايران همواره توسعه در ذيل مباحثات و اقدامات دو گفتمان امنيتي قرار گرفته است، به طوري كه باعث مواضع متضاد و سياست‌گذاري‌هاي ناهماهنگ در جهت نيل به اهداف بلندمدت امنيتي و توسعه‌اي در جمهوري اسلامي شده است. به همين دليل يكي از مشخصه‌هاي اصلي مسائل امنيتي جمهوري اسلامي ايران، فقدان اجماع عمومي بين نخبگان در مورد مفهوم امنيت ملي، سياست‌هاي امنيتي، تهديدها و آسيب‌پذيري‌ها است كه موجب بروز بحران در هنگام حاكميت هر دو گفتمان رقيب شده است.

The purpose of the present study is to investigate the transformation of national security discourses in the Islamic Republic of Iran. Using descriptive analysis, this research study aims to critically explore the existing theories in this regard and come up with a new model to analyze the course of change in national security discourses in the Islamic Republic of Iran. In this regard, this perspective is emphasized that we have always witnessed the presence of two rival discourses in the realm of politics and among the elites such that the course of discourse change cannot be analyzed in a single developmental path. The two rival discourses have been classified by some into either traditional-modern or revolutionary-national. However, the analysis of them indicates that they can be regarded as either identity-oriented or development-oriented. In reality and practical form, development in the Islamic Republic of Iran has always been categorized within the arguments and measures of the two security discourses mentioned above so that it has led to opposite ideas and incongruous policy making to achieve long term security and developmental objectives in the Islamic Republic of Iran. Because of this, one of the main features of national security issues in the Islamic Republic of Iran is lack of common consensus among the elites on the concept of national security, security policies, threats, and vulnerabilities causing crisis at the time of two aforementioned discourses’ domination.
