انقلاب اسلامي موجد يك تحول فرهنگي- اجتماعي در جامعه ايران بوده است كه در ارتباط و تعامل با دولت ها و ملت هاي ديگر بر ابزارهاي فرهنگي و گفتگو تاكيد دارد. آيت الله خامنه اي رهبر جمهوري اسلامي بر اساس آموزه هاي اسلام نقش و جايگاه ويژه اي را براي عناصر فرهنگي در عرصه هاي اجتماعي و سياسي قايل هستند. ايشان با تاكيد بر ارزش هاي فطري و الهي كه در همه انسان ها مشترك است درصدد بيداري و آگاهي مردم و ايجاد وحدت در بين مسلمانان بر اساس ارزش هاي جهان شمول فرهنگي بوده است. همچنين ج.ا. ايران و البته سياست خارجي آن به دليل مشرب داشتن از دو پشتوانه هويتي و فرهنگي غني، "منبع ايراني" و "منبع اسلامي"، همواره اصول فرهنگي، هويتي و ايديولوژيك خاصي مدنظر داشته است. اين نگارش پس از بررسي ظرفيت ايجادشده از طريق منابع تمدني و ديني و ديگر مولفه هاي فرهنگي براي سياست خارجي و ديپلماسي جمهوري اسلامي ايران، به نوع نگاه و جايگاه ديپلماسي فرهنگي در انديشه آيت الله خامنه اي مي پردازد. دغدغه اصلي اين نگارش پاسخ به اين سوال است كه "با توجه به رهنمودهاي آيت الله خامنه اي ديپلماسي فرهنگي در سياست خارجي جمهوري اسلامي ايران چگونه و با چه معيار، و راه كاري تقويت مي شود؟" براي پاسخ اين سوال، اين مقاله؛ فرضيه زير را به آزمون مي گذارد: "احصاء و فعال سازي مولفه هاي تمدني قدرت آفرين در بستر ديپلماسي فرهنگي زمينه ارتقاء عملكرد و تحقق اهداف سياست خارجي ج. ا. ايران در عصر جهاني شدن است

Also Iran and, of course, its foreign policy have always considered certain cultural, identity and ideological principles due to their combination of two rich identities and cultural backgrounds, "Iranian source" and "Islamic source". This article, after examining the capacity created through civilized and religious sources and other cultural components for the foreign policy and diplomacy of the Islamic Republic of Iran, deals with the type of view and position of cultural diplomacy in Ayatollah Khamenei's thought. The main concern of this article is to answer the question: "What are the criteria for strengthening cultural diplomacy in the foreign policy of the Islamic Republic of Iran according to the instructions Ayatollah Khamenei?" To answer this question, this article; It tests the following hypothesis: "The components of power-creating civilization in the context of cultural diplomacy are the basis for improving the performance and realization of the goals of the foreign policy of the Islamic Republic of Iran in the age of globalization.
