The role of information technology in justly assignment of welfare facilities to employees

عدالت، مفهوم وسيعي است و كاربرد ويژه خود را در هر حوزه دارد. در زندگي بشر، از حيات فردي گرفته تا نهادهاي بسيار پيچيده اجتماعي بويژه دولت و سيستم اداري آن مد نظر قرار مي گيرد. عدالت سازماني تاثير زيادي بر عملكرد، رضايت و بهره وري كاركنان دارد به طوريكه رشد و توسعه آنان مي تواند به موفقيت سازمانها منجر شود. در سيستم عدالت گرا، مديران دستگاههاي دولتي موظفند با افراد سازمان به نحوي رفتار كنند كه عدالت و انصاف را در توزيع منابع و امكانات، رويه هاي سازماني و اداري و مراودات خود، رعايت نمايند. ابلاغ بيانيه " گام دوم انقلاب" توسط رهبر حكيم ايران و تاكيد بر توزيع عدالت محور و تعيين راهبرد عدالت و مبارزه با فساد، نقطه عطفي بر اين مهم است. با توجه به شكل گيري مفاهيم توسعه دولت الكترونيك و استفاده از ابزارها و روش هاي نوين، شاهد سرعت و دقت روز افزون در سيستم هاي اداري مالي مي باشيم. استقرار سيستم هاي نرم افزاري هزينه هاي عملياتي را بشدت كاهش داده و ارائه خدمات مالي را بسيار سودآور نموده است. به طوريكه بهترين ابزارهاي توزيع عادلانه منابع، استفاده بهينه از فناوري اطلاعات است . اين پژوهش با هدف بررسي نقش فناوري اطلاعات در توزيع عادلانه تسهيلات مالي و رفاهي انجام شده است. پژوهش از نوع كاربردي و با روش اقدام پژوهي انجام شده است . بدين منظور دانشگاه علوم پزشكي و خدمات بهداشتي درماني تهران با جامعه آماري بالغ بر نوزده هزار نفر پرسنل و دوهزار نفر اعضاي هيات علمي ، به عنوان مورد مطالعه انتخاب و داده هاي مربوط به توزيع تسهيلات مالي در پنج سال قبل و بعد از استقرارسيستم از نظر چگونگي برخورداري پرسنل از تسهيلات و توزيع منابع مورد مقايسه و بررسي اماري قرار گرفتند و نتايج حاكي از تاثير مستقيم و مثبت استفاده از فناوري اطلاعات در ايجاد عدالت توزيعي و نيز عدالت رويه اي در بين كاركنان سازمان است.

ustice is a wide concept and has its own special function in each area. Justice is considered in human life including individual life to complicated social institutions, especially in government and its administrative system. Organizational justice has great impact on performance, satisfaction and productivity of employees so that it’s grow can contribute in organizational success. In the justice oriented system, managers of governmental organizations should behave in a just and fair manner in distributing resources and facilities, organizational and administrative procedures, and mutual communications. The announcement of the "Second Step of the Revolution" statement by the wise leader of Iran and the emphasis on justice-oriented distribution and determination of the strategy of justice and the fight against corruption, is a turning point in this important. According to the development of the concept of electronic-government and employing new techniques and tools, financial and administrative systems are to be more quick and precise increasingly. Implementing computer applications intensely reduce operational costs and makes financial services more profitable, so that the best tools of justly distributing resources are optimal use of information technology. This research aimed to examine the role of information technology in justly distributing of financial and welfare facilities. This is an applied research that is done by action research methodology. To do this, Tehran University of medical science is selected with a statistical population of nineteen thousand staff and two thousand faculty members as a case study. Data related to the distribution of financial facilities in the five years before and after the establishment in terms of how personnel have access to facilities and distribution resources were required. Results demonstrate that the use of information technology impact directly and positively on improving distributive justice and procedural justice about employees.
