تأثير آشنايي فرماندهان و مديران با قوانين و مقررات مالي محاسباتي بر بهبود عملكرد مالي (مورد مطالعه: دانشگاه علوم انتظامي امين)

The effect of commanders 'and managers' familiarity with computational financial rules and regulations on improving financial performance (Case study: Amin University of Law Enforcement Sciences)

قوانين و مقررات مالي مورد نياز جامعه حاصل تجربيات و ساعت‌ها تلاشي است كه توسط كارشناسان و نمايندگان مجلس تهيه گرديده و جهت استفاده در اختيار مديران و كاربران قرار گرفته است كه با اعمال درست آن راه رسيدن به هدف را بطور صحيح و سريع و با دقت فراهم مي‌نمايد كه آشنايي با قوانين و مقررات مالي، زمينه اعمال مديريت آگاهانه و هدفمند را فراهم مي‌سازد. اين پژوهش از لحاظ هدف، كاربردي و در رديف مطالعات توصيفي ـ پيمايشي و از نظر نحوه جمع‌آوري داده‌ها كمي است. جامعه آماري اين تحقيق فرماندهان و مديران دانشگاه علوم انتظامي امين است كه اجازه دستور مالي دارند و در مجموع 26 نفر تمام شمار مي‌باشند. ابزار جمع‌آوري اطلاعات نيز كتابخانه‌اي و پرسشنامه محقق ساخته مي‌باشد. با توجه به اين‌كه هم آلفاي دروني تك‌تك سؤالات و هم آلفاي كلي پرسشنامه بيش از 7/0 است، پايايي پرسشنامه‌ها مطلوب ارزيابي گرديد. يافته‌هاي پژوهش حاضر نشان داد كه آشنايي فرماندهان و مديران دانشگاه علوم انتظامي امين با قوانين و مقررات مالي و محاسباتي تأثير معناداري بر سرعت جذب، صحت عملكرد و دقت عملكرد بودجه مالي دارد. با توجه به مطالعات صورت گرفته و شناسايي عوامل تاثيرگذار، توصيه مي‌شود اقدامات زير صورت گيرد: 1) لزوم گسترش، توسعه و تقويت اقدامات مؤثر بر بهبود عملكرد مالي با در نظر گرفتن اولويت‌بندي‌هاي تعيين‌شده؛ 2) تمركز بر نقاط قوت و ضعف هر يك از مؤلفه‌هاي بهبود عملكرد مالي؛ 3) بررسي و شناخت صحيح و واقع‌گرايانه از چالش‌ها و مشكلات موجود در راستاي هريك از مؤلفه‌هاي بهبود عملكرد مالي.

The financial laws and regulations required by the society are the result of the experiences and hours of effort that have been prepared by experts and members of parliament and have been provided to managers and users for use. Ensures that familiarity with financial laws and regulations provides the basis for informed and purposeful management practices. This research is applied in terms of purpose and descriptive-survey studies and is quantitative in terms of data collection. The statistical population of this research is the commanders and administrators of Amin University of Law Enforcement Sciences who are authorized by the financial order and there are a total of 26 people.Considering that both the internal alpha of the individual questions and the overall alpha of the questionnaire are more than 0.7, the reliability of the questionnaires was evaluated as desirable. The findings of the present study showed that the familiarity of commanders and managers has a significant effect on the speed of absorption, performance accuracy and accuracy of financial budget performance. According to the studies and identification of influencing factors, it is recommended to take the following measures: 1) the need to expand, develop and strengthen measures effective in improving financial performance by taking into account the set priorities; 2) Focus on the strengths and weaknesses of each component of improving financial performance; 3) Correct and realistic study and understanding of the challenges and problems in line with each of the components of improving financial performance.
