چكيده فارسي :
ركود ساخت مسكن در شهر تهران، تورم افسارگسيختۀ قيمت مسكن و اجاره، و نبود ساز و كارهاي محرك و كنترل كننده، وضعيت مسكن را هم از نظر كمّي و هم از نظر كيفي در اين شهر با چالش مواجه ساخته است. در تحقيق حاضر تلاش شده است اقدام از سوي شهرداري براي رونق ساخت وساز مسكن، با هدف جبران تأثيرات اقتصادي حاكم بر ركود ساخت، هم براي كمك به جامعۀ سازندگان حرفه اي و هم براي تأمين مسكن قابل استطاعت براي گروه هاي خاص، بررسي و پيشنهاد شود. در تحقيق حاضر، بر اساس روش آماري و بررسي نتايج عددي ابعاد مسكن و همچنين، مصاحبه با سازندگان حوزۀ مسكن و نظرسنجي از مديران
معاونت شهرسازي و معماري شهرداري تهران، به بررسي و تحليل مشكلات موجود در اين حوزه و راهكارهاي افزايش نقش تسهيل گري شهرداري بر رونق ساخت وساز مسكن پرداخته شده است. راهكارهاي ارتقاي عملكرد تسهيل گرانۀ شهرداري در اين امر در دوازده پيشنهاد ارائه شده و راه اندازي باشگاه سازندگان به عنوان يكي از راهكارهاي پيشنهادي، در اين گزارش بررسي و تشريح شده است.

The stagnation of housing construction in Tehran, the huge inflation of house prices and rents, and the lack of stimulus and controlling mechanisms have
challenged the housing situation both quantitatively and qualitatively in
this city. In the present study, measures taken by the municipality to prosper
housing construction, with the aim of compensating for the economic effects
of the recession, both to help the community of professional builders and to
provide affordable housing for certain groups, can be reviewed and suggested.
In this research, based on statistical method and numerical results of housing
dimensions, as well as interviews with housing developers and survey of managers of Tehran Municipality’s Deputy of Urban Planning and Architecture,
the problems in this area and strategies to increase the role of municipality
facilitation on the housing construction have been investigated. The strategies
for improving the facilitator performance of the municipality in this regard are
presented in twelve proposals and the establishment of the Builders Club has been reviewed and described in this report as one of the proposed solutions.
