Analysis of Implement-Criminal Policy Discourses to Control Drug Abuse

هدف: در اين پژوهش به واكاوي و بررسي گفتمان هاي سياست جنايي-اجرايي در كنترل سوءمصرف مواد مخدر پرداخته شد. روش: تحقيق حاضر توصيفي-تحليلي بود و اطلاعات مورد نظر به صورت كتابخانه اي ازكتاب ها، پايان نامه ها و مقالات جمع آوري شد. يافته ها: اين پژوهش نشان داد كه سياست جنايي-اجرايي حاكم بر سوءمصرف مواد مخدر به دليل واگذاري امر اجرا به عوامل اجرايي مختلف از انسجام و هماهنگي لازم برخوردار نيست و جلوه هاي اين عدم هماهنگي را مي توان در بروز گفتمان اصلاح و درمان،گفتمان كاهش زيان و گفتمان مديريتي مشاهده نمود. همچنين، عدم انسجام گفتمان ها باعث شده برنامه هاي اجرا شده در خصوص كنترل سوءمصرف مواد چندان موفقيت آميز نباشد. نتيجه گيري: براي كنترل سوءمصرف مواد مخدر، سياست هاي اتخاذي بايد در يك راستا و مكمل هم باشند و براي كاستن ازآسيب هاي سوءمصرف مواد مخدر و درمان افراد وابسته به مواد و جلوگيري از عود بايد از روش هاي نوين در قالب سياست جنايي-اجرايي منسجم استفاده نمود.

Objective: In this study, implement-criminal policy discourses to control drug abuse were analyzed. Method: The present research was descriptive-analytical and the data were collected in the form of a library research from books, dissertations and articles. Results: This study showed that due to the transfer of enforcement to various executive agents, the implement-criminal policy governing drug abuse does not have the necessary coherence and coordination, and the manifestations of this inconsistency can be seen in the emergence of correction and treatment discourse, harm reduction discourse, and management discourse. Also, the incoherence of discourses has made the implemented programs regarding drug abuse control less successful. Conclusion: To control drug abuse, the policies adopted must be in the same direction and complement each other, and new methods must be used in the form of coherent implement-criminal policy to reduce the harms of drug abuse, treat drug-dependent individuals, and prevent recurrence
