The pathology of Afghanistan “Wolesi Jirga” Elections In Light of the Election of the US House of Representatives

امروزه انتخابات، مناسب ترين و رايج ترين ابزار مشاركت شهروندان در سرنوشت سياسي كشور است و انتخابات مجلس نمايندگان يكي از اساسي ترين آن ها است. در اين مقاله با استفاده از روش تحقيق: توصيفي تحليلي، تلاش شده است از منظر مقايسه اي به بررسي وجوه تشابه و تفاوت مجلسين: نمايندگان آمريكا و ولسي جرگه (مجلس نمايندگان) افغانستان پرداخته شود تا آسيب هاي اصلي مترتب بر نظام انتخاباتي ولسي جرگه برجسته شود و چنين نتيجه گيري شده است كه اولا در آمريكا محور انتخابات را «احزاب سياسي» تشكيل مي دهند اما در افغانستان ساختارهاي قومي، مذهبي، زباني و... امكان نهادينه شدن حزب را نداده است. ثانيا در نظام انتخاباتي آمريكا، قوانين شايسته اي در عرصه مديريت امور مالي داوطلبان به تصويب رسيده و از اين حيث بر شفافيت منابع مالي افزوده است اما در افغانستان اساسا قانوني در اين خصوص وجود ندارد.

Today's elections are the most appropriate and most common means of citizen participation in the country's political destiny and the House of Representatives election is one of the most fundamental ones. In this paper, it has been tried, using the research method analytical descriptive, to look at the similarities and differences of the House: US Representatives and Wolesi Jirga (House of Representatives) in Afghanistan to highlight the major damage caused to the Wolesi Jirga electoral system from the perspective of Comparative. It has been concluded that, firstly, the electoral axis is formed by "political parties" in the United States. But in Afghanistan, ethnic, religious, linguistic and ... structures have not been able to institutionalize the party. Secondly, there are good laws in the field of financial management of volunteers and so it has added to the transparency of financial resources in the American electoral system but in Afghanistan there is basically no law in this regard.
