جمهوري اسلامي ايران؛ دولت‌ـ‌شهروند اخلاقي يا دولت‌ـ‌شهروند قانونمند؟

The Islamic Republic of Iran; the Government - the Moral Citizen or the Government - the Lawful Citizen?

ازآنجاكه در جهان امروز شهروندي ازسويي، در سايۀ دولت يا در گروگان دولت است و ازسوي ديگر، اين شهروندان هستند كه به دولت‌‌ها هويت مي‌‌بخشند، مي‌‌توانيم شاهد انواع دولت‌‌ها و انواع شهروندي باشيم؛ چون ممكن است دولتي آهنين باشد و «شهروند سرباز» يا «شهروند تحديدي»، و دولتي اسفنجي باشد و «شهروند تضميني» يا «شهروند آزاد مبتني‌بر قاعده» را ترويج دهد. پس ازآنجاكه جايگاه و موقعيت شهروندي در ايرانِ امروز مي‌‌تواند براي ما مسئله باشد؛ از‌اين‌‌رو، سؤال اصلي اين است كه دولت‌ـ‌‌شهروند در جمهوري اسلامي ايران، با ويژگي‌‌ها و موقعيتي كه دارد، در كدام دولت‌ـ‌ شهروند قرار مي‌‌گيرد؟ اخلاقيِ صرف يا قانونيِ صرف؟ مدعاي نويسنده با ابتنا به روش مطالعۀ تطبيقي اين است كه اگرچه برخي براي تحقق دولت‌ـ‌شهروند اخلاقيِ صرف و برخي نيز براي ايجاد دولت‌ـ‌شهروند قانونيِ صرف تلاش مي‌‌كنند، با مشكلاتي مواجه شده‌‌اند كه راه‌حل آن‌ها انتخاب و گزينش دولت‌ـ‌شهروندي تلفيقي‌‌ است كه از قانون اساسي و سخنان رهبران جمهوري اسلامي ايران مي‌‌توان به‌دست آورد.

Because in today's world, on the one hand, citizenship is in the shadow of the government or in the hostage state, and on the other hand, it is the citizens who give identity to governments, so we can see all kinds of governments and types of citizenship because the iron government; can promote a "soldier citizen" or a "restricted citizen" and be a sponge government promote a "guaranteed citizen" or a "free citizen based on the rule". After all, the status of citizenship in today's Iran can be a problem for us. Therefore, the main question is in which government-citizen is the government-citizen in the Islamic Republic of Iran with her characteristics and position? Are placed; A mere moral or a mere law? The author's claim, based on the method of comparative study, is that although Some have tried to make the a mere moral government -citizen, and some have tried to create a mere law government-citizen an‎d they do. But they have faced problems, the solution to which is to select and choice a cohesive government-citizen, Which can be obtained from the constitution and the words of the leaders of the Islamic Republic of Iran.
