چكيده فارسي :
قدرت در ذات خود مستتبع فساد است؛ ازاين‌رو، تاريخ پر از دغدغۀ انديشمندان نسبت به نظارت بر كارگزاران است. بديهي است هر حكومتي نيز براي دورماندن از مفاسد، مطابق مباني خود، گونۀ متمايز از نظارت بر كارگزاران را مدنظر قرار داده است. نظام ولايي نيز، به مثابه نظام برآمده از آموزه‌هاي اصيل اسلام، رويكرد بومي از نظارت را متناسب با مباني خود ارائه كرده است كه ضمن تمايز نسبت به رويكردهاي نظارتي در نظم‌هايي چون سلطنت مشروطه و دموكراسي، از امتيازات فراواني نسبت به آن‌ها برخوردار است. اين رويكرد از نظارت (نظارت ولايي) با تحفّظ بر ويژگي‌هاي ممتاز براي حاكم، نظارت را در راستاي كارآمدي حاكم و تحديد قدرت كارگزاران، به‌كار مي‌بندد و علاوه‌بر مؤلفه‌هاي نظارت سنتي در فقه، از اين قابليت برخوردار است كه در فرايند بازخواني مؤلفه‌هاي مدرن نظارتي، نسخه‌اي مستند به شريعت از آنان ارائه كند. در نظارت ولايي، علاوه بر فراگيري نسبت به مراحل تأسيس، إعمال، توزيع و گردش قدرت، نظارت تقنيني، ساختاري و قضايي نيز مورد عنايت و مشتمل بر نظارت توأمان دروني و بيروني و نظارت نخبگاني و توده‌وار است. نظارت ولايي علاوه‌بر كاربست در نظام جمهوري اسلامي ايران، از قابليت ارائۀ رويكرد نظارتي براي ساير نظام‌هاي سياسي نيز برخوردار است.

The velaei system, as a system derived from the original teachings of Islam, has also offered a regulatory approach commensurate with its principles, which, while distinguishing it from other regulatory approaches (such as constitutional monarchy and democracy), has many advantages over them. This approach uses oversight (velaei supervision) with superior characteristics for the ruler, oversight to make government more efficient and limit the power of agents, ، and, in addition to traditional oversight tools in jurisprudence, modern oversight tools Uses. In velaei supervision, in addition to learning about the stages of establishment, application, distribution and circulation of power, legislative, structural and judicial supervision is also considered and includes both internal and external supervision and elite and mass supervision. velaei supervision, in addition to being used in the system of the Islamic Republic of Iran, has the capacity to provide for other political systems.
