در دنياي مدرن امروز، به دليل تغييرات سريع جوامع و تكنولوژي، مفاهيم علوم اجتماعي، سياسي و امنيتي به سرعت دچار تغيير گرديده است. امروزه امنيت صرفاً با شليك گلوله و ضربۀ باطوم بر پيكر هنجارشكنان و آشوب­طلبان برقرار نشده، پيشگيري انتظامي نيز با حضور پليس در كف خيابان با يونيفورم بوجود نمي­آيد. قدرت و اقتدار پليس متأثر از تغيير و تحول مفهوم قدرت در كليت جامعه بوده و پليس به عنوان سازماني كه داراي دو نقش عامليت و خادميت مي­باشد ناگزير از روابط حسنه با مردم و جامعه مي­باشد. با مروري بر نظريه­ هاي مطرح در علوم اجتماعي و امنيتي خواهيم ديد كه سرمايۀ اجتماعي هستۀ مركزي امنيت، پيشگيري و اقتدار در جامعه در مقابله با ناامني مي­باشد.

In today's modern world, due to the rapid changes in societies and technology, the concepts of social sciences, politics and security have changed rapidly. Today, security is not achieved simply by firing bullets and batons at the bodies of norm-breakers and rioters, and police prevention is not created by the presence of police on the street floor in uniform. The power and authority of the police is influenced by the change in the concept of power in society as a whole, and the police, as an organization that has two roles of agency and service, must have good relations with the people and society. Looking at the theories in the social sciences and security, we will see that social capital is the basis of security, prevention and authority in society in the face of insecurity.
