زمينه و هدف: تسهيل نقل و انتقالات و مسافرت به نقاط مختلف جهان سبب شده مجرمين بتوانند براي فرار از مجازات به خارج از كشور متواري شوند. باتوجه به سرزميني بودن حاكميت دولت‌ها، تعامل مثبت بين‌دولتي، بالاخص بين كشورهاي عضو سازمان اينترپل مي‌تواند در جهت استقرار يك نظام عادلانه كيفري موثر واقع شده به طوري كه هيچ كشوري مامن مجرمين متواري نشود. روش: اين تحقيق به شيوۀ توصيفي-تحليلي انجام شده و به بررسي عملكرد سازمان اينترپل در زمينه صدور اعلان‌هاي بين‌المللي و تاثير اعلان‌هاي مذكور بر ناامن سازي جهان براي مجرمين بين‌المللي مي‌پردازد. با توجه به اين موضوع كه تعداد متهمين مسترد شده (غير از منطقه اروپا) در مقابل تعداد مجرمين تحت پيگرد ناچيز است، هدف اين تحقيق شناسايي مشكلات و موانع موجود در اين راه و ارائه راه‌كارهايي درجهت رفع اين مشكلات است. يافته‌ها و نتايج: در اين تحقيق آماري از تعداد اعلان‌هاي صادره سازمان اينترپل در سال 2013 به تفكيك نوع اعلان‌ها، آمار بيشترين درخواست اعلان توسط كشورها، اعلان‌هاي صادره براي اتباع ايراني توسط ساير كشورها، اعلان‌هاي صادره توسط اينترپل تهران براي اتباع ديگر كشورها و ... پرداخته است.در مجموع ناامن سازي جهان براي مجرمين بين‌المللي با استفاده از اعلان‌هاي بين‌المللي سازمان اينترپل، خصوصاً اعلان قرمز نشان داده شده و اينكه كشورهاي عضو چگونه مي‌توانند با استفاده از ظرفيت سازمان اينترپل، جهان را براي مجرمين بين‌المللي ناامن سازند.

Background and Aim: Facilitation of transportation and travel to different parts of the world has caused criminals to escape from punishment abroad. Given the territoriality of the sovereignty of states, the positive inter-state interaction, especially among the member states of the Interpol organization, can be effective in establishing a just criminal justice system, so that no prosecutor's country is fled.
Method: This research is conducted in a descriptive-analytical manner and examines the performance of the Interpol organization in the field of issuing international declarations and the impact of these announcements on global insecurity for international perpetrators.
