بررسي منزلت اجتماعي و فرهنگي پليس در تبيين رفتار پليس با شهروندان (با رويكرد پليس جامعه محور)

Examining the social and cultural status of the police in explaining the behavior of the police with the citizens (with a community-based police approach)

زمينه و هدف: چهره پليس و عملكرد و رابطه آن با مردم مي تواند در حفظ امنيت اجتماعي و رواني جامعه ايفاي نقش كند. رفتار سازماني پليس در بين همه سازمان ها از جايگاه ويژه اي برخوردار است. زيرا اختيار قانوني براي اعمال قدرت، زور و كنترل بر شهروندان را دارد. به همين دليل ماموران پليس در مقايسه با ديگران بايد از استانداردهاي رفتاري بالاتري برخوردار باشند تا بتوانند براي اجام وظايف و مسئوليت هايشان اعتماد و احترام جامعه را جلب كنند. روش : اين پژوهش بر اساس روش توصيفي و تحليلي نوشته شده است. در مقاله حاضر سعي شده است تا به بررسي منزلت فرهنگي و اجتماعي پليس شايسته در رفتار با شهروندان و نتايج ارتقاء امنيت اجتماعي و احساس امنيت رواني پيرامون موضوع پرداخته شود. يافته ها و نتيجه گيري : پليس با انجام فعاليتهاي خود سعي دارد تا امنيت فردي اجتماعي و ملي را در جامعه ايجاد و به تقويت احساس امنيت در ميان اقشار مختلف بپردازد به همين دليل اين مهم زماني به نحو شايسته و جامع تحقق خواهد يافت كه با همكاري و ارتباط آحاد مردم همراه باشد بنابراين با توجه به گستردگي موفقيت ها تنها زماني حاصل خواهد شد كه پليس و مردم در كنار هم براي يافتن راه حل تلاش كنند در اين همكاري نحوه برقراري ارتباط و برخورد مناسب پليس با مردم نقش اساسي را ايفا مي كند ارتباط مناسب پليس با مردم نقش حياتي را در بهبود روابط و برقراري و حفظ امنيت و در آخر كاهش جرايم خواهد داشت . نتايج مطالعه حاكي از آن است كه رمز موفقيت پليس در كاهش جرائم و ارتقاء سطح مشاركت مردم در برخورد مناسب با شهروندان مي باشد . پليس ميتواند با نظم صحيح و با نزاكت و با رفتار خردمندانه اش در تقويت فرهنگ خودكنترلي مردم نقش داشته باشد بگونه اي كه شهروندان در نبود پليس طبق ارزش ها ،هنجارها و قوانين عمل نمايند.

The role of the police and its function and its relationship with the people can contribute to maintaining the social and psychological safety of the community. Community-based policing is a new approach that encourages participation of law enforcement and society in identifying and root out problems and finding solutions that reduce the problem. The organizational culture of life is one of the main attitudes, beliefs and beliefs of an organization that manifests itself in their employees and their functions. Culture has different roles. Creating a kind of identity in the presence of individuals creates an obligation for individuals to achieve organizational goals and sustainability in the social system of the organization. Research method: This research is based on descriptive and analytical method. It has now been reviewed to examine the cultural and social prestige of the police competent in dealing with citizens and the results of promoting social security and the sense of psychological security surrounding the subject. Conclusion: Through its activities, the police are trying to create individual social and national security in the society and to strengthen the sense of security among different classes. Therefore, this important issue will be achieved in a proper and comprehensive manner, which will be achieved through cooperation and communication. People will therefore be involved with the widespread success of the police and the people working together to find a solution. In this cooperation, the proper communication and the appropriate police approach to the people play an essential role. The appropriate police communication with People will play a vital role in improving relations, establishing and maintaining security and, finally, reducing crime The results of the study indicate that the success of the police is to reduce crimes and increase the level of participation of people in dealing with citizens. Police can play a part in the wisdom of their wisdom and faith in ensuring the culture of self-control of the people, so that citizens, in the absence of the police, act according to values, norms and rules.
