بررسي علل و ريشه هاي قاچاق كالا در كشور (علل ، پيامد ها و راهكارها با تاكيد بر استان بوشهر)

جرائم اقتصادي از مهمترين و پيچيده ترين جرايم به شمار مي روند. در اين ميان قاچاق كالا به عنوان هسته اصلي جرايم اقتصادي نقش اساسي در گسترش ناامني اقتصادي، اجتماعي، اخلاقي و ... در كشور ايفا مي كند. ريشه هاي اصلي پديده قاچاق را مي توان در بعد داخلي و خارجي جستجو نمود. مهمترين عوامل داخلي اين پديده عبارتند از: اقتصاد بيمار كشور، عدم وجود قوانين جامع و كلان در امر مبارزه با قاچاق، وجود قوانين سخت گمركي و وجود فرهنگ مصرفي و وابسته دانست. مهمترين عوامل خارجي اين پديده نيز جهاني شدن اقتصاد، افزايش توليدات جهاني و تلاش كشورهاي توسعه يافته در كنترل و استمرار وابستگي ساير كشورها مي باشد. در اين مقاله كه به روش توصيفي، تحليلي با تكيه بر مطالعات كتابخانه ي تهيه شده است سعي بر آن بوده تا ضمن جهت گيري در رفع اين نقيصه، برخي از آثار و عوارض منفي آن بر امنيت اقتصادي اجتماعي كشور و يا به عبارت ديگر تاثيرات اقتصادي آن با هدف كمك به سياست گذاري هاي مرتبط با امر مبارزه با قاچاق كالا مورد كاوش و بررسي قرار گيرد.

Economic crimes are among the most serious and complex crimes. Meanwhile, smuggling of goods as the main core of economic crimes plays a key role in expanding economic, social, moral, and ... insecurity in the country. The root causes of the smuggling phenomenon can be found in the internal and external dimensions. The main causes of this phenomenon are the country's economy, the absence of comprehensive and comprehensive laws in the fight against smuggling, the existence of strict customs laws and the existence of consumer and dependent culture. The main external factors of this phenomenon are the globalization of the economy, the increase in global production, and the efforts of developed countries to control and sustain the dependence of other countries. In this paper, which is based on a descriptive and analytical method based on library studies, it has tried to address some of its negative effects on the economic security of the country or, in other words, the economic effects It will be explored to help policy-making related to the fight against smuggling of goods.
