محيط سايبر يا محيط مجازي مفهومي است كه اخيراً از سوي جرم‌شناسان و حقوق‌دانان موردتوجه قرارگرفته‌ و همزمان با خلق اين محيط جرايمي نيز در آن و با استفاده از آن به وقوع مي‌پيوندد. مبارزه حقوقي با اين جرايم مستلزم برداشتن چند گام اساسي بود: نخست جرم‌انگاري رفتارهاي مجرمانه بود، البته جرم‌انگاري بدون ايجاد و احراز مسئوليت كيفري عملي تقريباً بي‌سرانجام تلقي مي‌شود، شايد بر همين اساس بوده كه قانون‌گذار ايران در قانون جرايم رايانه‌اي بر مسئوليت كيفري اشخاص حقوقي تأكيد زيادي نموده و مسئوليت كيفري اين اشخاص را براي نخستين بار در حقوق ايران صراحتاً موردتوجه قرارداده است، به‌هرحال موضوع مسئوليت كيفري و تبيين گستره آن در حقوق جرايم رايانه‌اي از اهميت بسيار زيادي برخوردار است، ممكن است سؤالات زيادي در رابطه با گستره مسئوليت افراد در محيط مجازي مطرح شود، قانون‌گذار ايران فصل ششم از قانون جرايم رايانه‌اي را به موضوع مسئوليت كيفري اختصاص داده است و تغييري كه قانون فوق ‌الذكر ايجاد نموده شناسايي و ايجاد مسئوليت كيفري براي اشخاص حقوقي در محيط مجازي است.داده‌اند كه زنان ميانگين بيشتري در ابعاد هويت ديني به‌دست آورده و به نسبت كمتري از مردان مرتكب جرم شده‌اند.
