نقش پدافند غيرعامل در فناوري اطلاعات و ارتباطات (مورد مطالعه: فرماندهي انتظامي غرب استان تهران)

The Role of Passive Defense in Communication and Information Technology (Case Study: Disciplinary Commandership in West of Tehran Province)

در كنار استفاده از فناوري اطلاعات و ارتباطات در ناجا، تأمين امنيت سامانه‌هاي اطلاعاتي و ارتباطاتي ناجا و آگاهي در جهت انجام عمليات پيش‌گيرانه و مقابله با تخريب‌گران و نفوذگران سامانه‌هاي مذكور، هم‌چنين رعايت پدافند غير عامل از اهميت زيادي برخوردارند، به‌طوري كه اگر انجام نشود مسئله امنيت ارتباطات در حوزه فناوري اطلاعات و ارتباطات ناقص مانده و شناخت و آگاهي لازم براي مديريت و در نتيجه اعتماد به نفس لازم در مديران و كاركنان براي انجام خدمات و مأموريت‌هاي ناجا از بستر فاوا تأمين نخواهد شد و تحقق آن زمينه‌هاي لازم براي توسعه پدافند غير عامل و تنظيم نظام‌نامه لازم را به‌وجود خواهد آورد. در انجام اين پژوهش كه از نوع كاربردي بوده است از روش پژوهش تركيبي استفاده شد. درگردآوري و تجزيه تحليل داده‌ها از روش دلفي استفاده شده است. جامعه آماري اين پژوهش را در مرحله اكتشاف ملاحظات پدافند غير عامل 30 نفر تشكيل مي‌دهند و در مرحله اعتبارسنجي يافته‌هاي پژوهش از جامعه 200 نفري شناسايي شده يك نمونه 67 نفري انتخاب و درا عتبارسنجي مشاركت كردند. از نظر زماني و مكاني نيز پژوهش در بازه زماني مهر ماه سال 1394 تا اسفند ماه 1394 در ستاد ناجا و فرماندهي ويژه غرب تهران انجام گرفت. يافته‌هاي پژوهش عبارتند از الزامات و ملاحظات پدافند غير عامل در زمينه فناوري ارتباطات فرماندهي ويژه غرب تهران كه از جمله مي‌توان به ضرورت آموزش و آشنايي نيروي انساني با پدافند غير عامل، شناسايي و احصاي نوع حملات سايبري به حوزه فناوري اطلاعات و ارتباطات، استفاده از پناهگاه، سازه‌هاي امن و مقاوم‌سازي ساختمان‌ها و تأسيسات مرتبط با فاوا و دور از دسترس قرار دادن تجهيزات مخابراتي و شبكه ارتباطات در استان اعم از ستاد و كلانتري‌ها، استفاده از برنامه‌هاي ضد جاسوس افزار، در حوزه ارتباطات شبكه‌اي استان و وب سرويس‌هاي خاص استان و ... كه در طرح انجام شده موجود بوده و براي مطالعه و آشنايي در دسترس افراد مسئول و مجاز قرار خواهد گرفت، اشاره كرد.

Beside the use of communication and information technology in NAJA, providing the security of NAJA's communication and information systems and having knowledge in the direction of doing preventive operation and combatting those who want to destroy and penetrate into the above said systems have a high critical importance and observing passive defense is so important too, in a way that in the case of ignorance, the issue of communication security in the field of communication and information technology would remain deficient and necessary knowledge and understanding for the management and therefore the needed self confidence in the managers and staff for fulfilling NAJA's services and missions would not be supplied in the bed of FAVA. and its realization will provide the necessary foundations for improving passive defense and arranging the needed regulations. When doing this study that is a practical one, we used a combined research method. We used Delphi method in collecting and analyzing data. This research statistical community is composed of 30 people in the stage of exploring the considerations of passive defense and in the stage of validating the research findings from the known community of 200 people, we chose a sample of 67 individuals who participated in the validation. From the time and place perspective, the research was held in NAJA headquarters and special commandership of west of Tehran between Mehr, 1394 and Esfand 1394. Research findings include the requirements considerations of passive defense in the field of communication technology of the special commandership in west of Tehran such as: the necessity of training and acquaintance of the human force with passive defense, identifying and counting the kind of cyber attacks to the field of communication and information technology, use of shelter safe structures and retrofitting the buildings and infrastructures related to FAVA and removing the telecommunication equipment and communication network in the province including headquarters and police stations far away from the reach of everyone, using anti-spy-ware programs, in the field of network communication of the province and the web services specific to the province and … which are available in the held plan and would be available to the responsible and allowed ones for study and acquaintance.
