چكيده فارسي :
افزايش آگاهي پليس نسبت به روند رو به رشد آمارهاي جرم و جنايت، افزايش حجم كار پليس، تلاش‌هاي مستمر براي حداكثر استفاده از توان مقابله با جرايم، واقعيت‌هاي جديد حاكم بر الگوهاي جرم و ناامني، منجر به كشف حوزه‌هاي جديد دانش جرم و جنايت شده كه پليس با دروني سازي اين دانش مي‌تواند به دانش و رويكرد جديد دست يابد.
نتيجه چنين فرآيندي، تغيير و بهبود در روش‌ها، فرآيندها و رويكردهاي پليسي است. با توجه به توليد روزافزون اطلاعات، آموزش حين خدمت، يكي از ضرورت‌هاي سازمان‌هاي دولتي و غيردولتي محسوب مي‌شود كه نيروي انتظامي نيز از اين امر مستثني نيست. در اين راستا نوشتار حاضر با هدف بررسي نقش آموزش مهارت‌محور قوانين و مقررات به مقامات پليس در مديريت انتظامي جرم در فرماندهي انتظامي ويژه غرب استان تهران در سال 1396 انجام شده است.
بايد توجه داشت كه يكي از دانش‌هاي جديد حاصل از اين فرآيند، توجه و تمركز به اولويت پيش‌گيري بر مقابله است. بر اساس اين دانش در رويكرد پليسيِ «جامعه‌محور» به‌منظور بهينه‌سازي شاخص احساسِ امنيت در بين مردم، برنامه‌ها و تدابير سازماني به سوي تدابير پيش‌گيرانه گرايش دارد و سعي مي‌شود با اتخاذ روش‌هاي علمي كه هركدام سهم خاصي از مشاركت مردمي را به همراه داشته باشد، دانش جديدي به جامعه صادر شود كه نتيجة آن، القا و توسعه فرهنگ قانون‌گرايي به جاي قانون‌گريزي است. از آن‌جا كه براي استفاده بهينه از منابع انساني، مشاركت دادن آن‌ها در تصميم‌گيري‌ها امري ضروري است، بنابراين بايد اين منابع، دانشِ كافي براي مسئله‌يابي، حل مسائل و اتخاذ تصميم‌هاي مناسب را داشته باشند. در اين مقاله سعي شده به بررسي اهميت و ابعاد نقش آموزش‌هاي مهارت‌محور قوانين و مقررات به افسران پليس در مديريت انتظامي جرايم به‌منظور ارتقاي كيفي و مديريت انتظامي و پيش‌گيري از جرم، پرداخته شود.

The increase of police’s knowledge about the incremental trend of crime and offense statistics, increase in the volume of police’s work, consistent efforts to the utmost use of the combatting ability to confront the crimes, new facts governing the patterns of crime and insecurity, haves resulted in discovering the new fields of knowledge about crime and offense, through internalizing this knowledge the police will be able to reach a new knowledge and approach. The result of such process, is a change and improvement in policing methods, processes and approaches. Considering the ever-increasing production of information, in-service training is considered as one of the necessities of governmental and non-governmental organization, from which the disciplinary forces are not without exception. In this direction, present literature is done with the goal of studying the role of skill-based training of rules and regulations to police authorities in disciplinary management of crime in the police commandership specific to west of Tehran province in 1396. We should consider that one of the new knowledge resulted from this process, is attention and focus on the priority of prevention against combatting. According to this knowledge in the "community-based" policing approach with an aim of optimizing the index of feeling security among people, the organizational programs and policies are inclined toward preventive measures and we try through adopting scientific methods which every one has with itself a specific part of people cooperation, to issue a new knowledge to the community, the result of which is inculcation and development of law-abiding culture instead of law-breaking. Because in order to have an optimal use of human resources, participating them in decision-makings is critical, therefore, these resources should have enough knowledge for finding problems, problem solving and taking suitable decisions. We have tried in this article to study the importance and dimensions of the role of skill-based training of rules and regulations of police officers in disciplinary management of crimes with the aim of quality increase and disciplinary management and crime prevention.
