آسيب‌شناسي موانع و محدوديت‌هاي فوريت‌هاي پليسي110 (مورد مطالعه: فرماندهي انتظامي ويژه غرب استان تهران)

Pathology Obstacles and Limitations of Police Emergencies 110 (Case Study: Police Command West of Tehran Province)

مركز فوريت‌هاي پليسي 110 با هدف رسيدگي به نياز‌‌هاي فوريتي شهروندان تشكيل شده و نحوه ارائه خدمات از سوي اين واحد تأثير به‌سزايي در ايجاد نگرش مثبت شهروندان نسبت به نيروي انتظامي دارد؛ بنابراين، پژوهش حاضر با هدف شناخت موانع و محدوديت‌هاي فوريت‌هاي پليسي در فرماندهي انتظامي ويژه غرب استان تهران با روش هم‌بستگي در سال 1396 انجام گرفت. جامعه آماري در اين پژوهش شامل 187 نفر در سه طبقه، شامل رؤساي كلانتري‌‌ها و معاونانِ عمليات؛ اپراتور‌‌هايِ مرفوك و افسران گشت مي‌‌باشد كه به ‌روش تمام‌شمار در مطالعه شركت كرده‌اند. داده‌ها با استفاده از ابزار پرسش‌نامه پژوهشگر ساخته در قالب طيف پنج درجه‌‌اي ليكرت كه روايي صوري آن به تأييد متخصصان رسيده و پايايي آن با استفاده از ضريب آلفاي كرونباخ (0/81) به‌دست آمده بود، جمع‌آوري و با استفاده از روش‌‌هاي آماري تي(t) و فريدمن تجزيه‌ و‌ تحليل شد. يافته‌ها نشان داد كه نقش متغيرهايي از قبيل شهرشناسي و اشرافيت به حوزه‌‌ استحفاظي، مهارت و تخصص كاركنان، نظم و انضباط كاري، حضور به‌موقع در محل حادثه يا وقوع جرم، وجود كال‌سنتر در مركز استان، نرم‌افزار 110 با قابليت ارجاع سريع و تحليل اخبار، ايجاد احساس امنيت و اطمينان خاطر در شهروندان و ... در ارتقاء عملكرد 110 تمركزي بالاتر از حد متوسط و بالا است (0/05 ≥ P). نقشِ متغيرهاي عدم تداخل تماس با رده‌‌هاي هم‌جوار، نوع وسيله‌‌ نقليه‌‌ به‌كار گرفته شده در واحدهاي پليس، محل مناسب جهت استقرار اپراتورها، تجهيزات ارتباطي بي‌سيم واحدهاي گشت، انجام اقدامات پيش‌گيرانه قبل از حضور پليس از سوي مردم و دوربين‌‌هاي كنترل ترافيك قابل بهره‌برداري، در ارتقاي عملكرد 110 تمركزي در حد متوسط است (0/05 ≥ P). نقش متغير‌‌هايِ سن، درجه، مدرك و رشته‌‌ تحصيلي، كنترل هدفمند واحدهاي گشتي، باز كردن مسير حركت پليس 110، گزارش وقايع به 110، مبلمان و طراحي شهري، ساختار قديمي و غيراصولي شهري و بالا بودن ترافيك شهري، در ارتقاي عملكرد 110 تمركزي كم‌تر از حد متوسط و پايين است (0/05 ≥ P)؛ بنابراين باتوجه به يافته‌ها، برنامه‌ريزي براي تقويت عوامل و رفع موانع شناسايي شده را ضروري مي‌‌كند.

Emergency Police established aimed to to deal the needs of the citizens and police emergency services offered by this unit a significant impact on creating positive attitude of citizens towards the police. Therefore, the present study aimed to identify the obstacles and problems of concentration of Emergency police in west of Tehran province by correlation method. Comprehensive statistics in this study consisted of 187 people in three classes, including: police chiefs and deputies operation; Mrfok operators and patrol officers will be considered by all participated in the study. Data from the questionnaire in the form of whole Likert that its validity was confirmed by experts and its reliability by using Cronbach's alpha coefficient (0.81) was obtained, collected using t ( t ) and Friedman analyzed. The results showed that the variables using Townshipology and aristocracy to the area of Protection, the field of employment, expertise and service experience, good speech on the telephone operator, control employees to perform their duties with skill and expertise, given the importance and priority in addressing crime, patrol officers know the rules, work discipline, appropriate and timely response, act quickly to arrest the accused, or time presence at the scene of the crime, proper behavior on stage crime, responsibility, interest in the field of employment, distribution of targeted patrols in the area, detailed process definition In Emergency operation, separation of duties, organizational structure and human resources to fit their needs, organizational support, the staff at the office or in the absence of a successor, respect for employees and how their work hours, type of human resources by using, the number of jobs predicted, how to communicate with the administrative and hierarchical layout in the protection of the police station, police communications equipment communication units Emergency, fix timely communication problems, the number of Emergency police patrol units in the area, the situation for the vehicle, the amount of incoming calls, charm of workplace, computer equipment and telecommunications in police station in the center of the province, stable wireless network, high-speed data transmission in the network, Existence of callcenter in the provincial center, Existence of application of Emergency police with the ability to quick reference and analysis of news, correct communication the Telecom polling centers with a sound network of police, excluding non-police calls Emergency, cooperating with emergency officer, contact in time people, respect people's rights by officers patrol, community-centered approach, creating a sense of security and confidence in citizen satisfaction with the police, Geographical location of crime, blocking the right area of jurisdiction, the quality of streets and crossing patrol units ,is above average in the promotion of Emergency police performance (p≥0.05). the role of age, grade, degree and field of study, control units targeted patrols, The opening of the police movement, the events report to Emergency police , the furniture and urban design, the old and unstructured urban structure and the urban traffic surge, are less than moderate and low in the promotion of Emergency police performance (p≥0.05). and the role of non-interference variables contact with neighboring groups, the type of vehicle used by police units, the perfect place to establish operators, wireless communications equipment units patrolling, carry out preventive measures to police the people and traffic control camera operation, is moderate in the promotion of Emergency police performance (p≥0.05). Therefore, according to the findings identified factors is necessary to strengthen planning.
