چكيده فارسي :
بزه‌كاري پديدهاي اجتماعي و انساني است كه همه جوامع بشري از ديرباز با آن روبرو بوده اند و هر روز شاهد نوآوري هاي جديد از طرف بزه‌كاران در ارتكاب جرايم هستيم كه حريم امن شهروندان را شكسته و امنيت و آرامش آن ها را مختل ميكند. بدين ترتيب، براي مقابله با اين جرايم معمولاً از روش هاي سنتي مانند اعمال قوانين كيفري توسط دستگاه قضايي و پليس و حتي اعمال روش‌هاي اصلاحي و تربيتي استفاده شده است.
پس از بررسي‌هاي به‌عمل آمده پژوهشگران به اين نتيجه رسيدند كه روش‌هاي سنتي در پيش‌گيري از وقوع جرم يا كاهش آن نتيجة مطلوبي نداشته است. به همين جهت، يكي از راه‌كارهاي پيشنهادي براي كنترل و پيش‌گيري از وقوع جرم، از بين بردن فرصت هاي مناسب براي وقوع جرم با استفاده از فناوري‌هاي نو است. در واقع با پيشرفت فناوري هاي علوم رايانه و الكترونيك، كاربرد دستگاه هاي تصويربرداري ديجيتال، پردازش تصوير و بينايي ماشين به‌طور فزايندهاي در حال فراگير شدن است. به طوري كه پردازش تصوير ديجيتال و بينايي ماشين به‌عنوان يك حوزه ارزشمند و ضروري جهت ادامه حيات انسان ها محسوب ميشود.
اين پيشرفت فناوري باعث به‌وجود آمدن تكنيك هاي مؤثر براي تجزيه وتحليل، تشخيص، بازشناسي و بازيابي تصاوير و ويديوها شده است؛ از اين رو، در اين پژوهش به بررسي فناوري هايي ميپردازيم كه بتواند شبيه انسان مسائل و محيط اطرف خود را شناسايي كرده و در نهايت با توجه به شرايط، تصميم گيري صحيح را انجام دهد؛ بنابراين، در اين مقاله به نقش الگوريتم هاي پردازش تصوير و بينايي ماشين در كنترل و پيش‌گيري از جرم به روش اسنادي و كتابخانه اي پرداخته شده است.

Crime is a social and human phenomenon with which all societies have long faced and criminals, in everyday life, develop novel innovations in committing crime, leading to annihilation of citizens' safe privacy and disruption of their peace and security. Accordingly, to fight such crimes usually traditional method such as imposing criminal rules by judicial and police organizations are used and even in some cases rehabilitation procedures are employed. Having conducted a plethora of studies, researchers came to conclude that traditional methods do not yield favorable results when it comes to crime prevention or decrease. Therefore, eliminating the proper opportunities for crime occurrence using modern technologies is of the suggested approaches to this problem. In fact, advances in computer and electronic sciences have resulted in increasingly growth of using digital imaging machines, image processing and machine vision technologies to the extent that digital image processing and vision machine are regarded as an invaluable and indispensible field for human survival. The same technological developments have led to advent of effective techniques to analyze, detect, recognize and recover images and videos. Thus, the present study aimed at examining technologies which can recognize issues and their surrounding the way a human being does and, moreover, given the circumstances, adopt the appropriate decision. In the end, the study also addressed the role of image processing algorithms and machine vision in crime control and prevention through a documentary and library method.
