The role of police in car theft prevention in Shiraz from 2009 TO 2014

انسان‌ها معمولاً علاقه‌مند هستند تا كارهاي خود را از ساده‌ترين، كوتاه‌ترين، كم‌هزينه‌ترين و سريع‌ترين راه انجام دهند، اين اصل پايه بسياري از رفتارهاي شخصي و اجتماعي انسان است و توجه به آن در طول تاريخ زمينه‌ساز بسياري از اختراعات، اكتشافات و پيشرفت‌هاي بشري بوده است. بديهي است يكي از جنبه‌هايي كه تحت تأثير اين تفكر قرار مي‌گيرد كسب درآمد است. تمايل به درآمد بيش‌تر از ساده‌ترين و سريع‌ترين راه در فكر هركسي وجود دارد كه گاهي منجر به تخلفاتي چند (ازجمله سرقت اتومبيل) مي‌شود. در همين راستا مقاله حاضر نيز به بررسي نقش پليس در پيش‌گيري از سرقت خودرو در شهرستان شيراز طي فاصله زماني 1393-1388 هست. روش پژوهش حاضر توصيفي پيمايشي (ميداني) است كه در آن از روش استخراج اطلاعات آمار سرقت خــودرو در شيراز طي فاصله زماني مورد نظر برابر مدارك و مستندات پليس و سازمان زندان‌ها و ... استفاده ‌شده است. يافته‌هاي پژوهش نشان داد بهترين راه مقابله با سرقت خودرو، پيش‌گيري از علل پيدايش آن‌ است. از طرفي براي كاهش و مهار وقوع سرقت خودرو، علاوه بر ريشهيابي علل و عوامل آن، اجراي پيش‌گيري وضعي و اجتماعي در جهت مقابله با سرقت خودرو و نيز ارائه راه‌كار مناسب را مي‌طلبد. هرچند اقدامات و برنامه‌هاي جديد درون‌سازماني و برون‌سازماني پليس تا حدودي منجر به كنترل سرقت خودرو شده است، اما پليس به‌تنهايي قادر به پيش‌گيري نيست و نياز به هيئتي است كه داراي ضمانت اجرايي لازم باشد تا بتواند وظيفه هر يك از نهادها، را مشخص كند.

Humans usually tend to fulfill their duties in the simplest, shortest, fastest and lowest cost ways which is the basis for most of humans' personal and social behaviors and attention to which has been always the grounds for most inventions, discoveries and advances by mankind. It is obvious that one of the aspects which is affected by this thought is making money. The intention to obtain and gain more money in the simplest and fastest way occupies anybody's mind to the extent that it sometimes even leads to violations such as car theft. Accordingly, the present study was conducted aiming to examine the role of police in car theft prevention in Shiraz from 2009 to 2014. The present study made use of a descriptive-survey research method in which car theft reports in Shiraz from 2009 to 2014 were extracted in accordance with police documents and police prisons organization etc. The findings indicated that the best way to combat car theft is to prevent the reasons of its occurrence. Also, to decrease and overcome car theft, in addition to figuring out the factors and reasons giving rise to this phenomenon, implementation of social and provisional prevention is also applicable and useful. Although police's measures and programs taken within and outside of the organization has led to car theft control, police cannot prevent such a crime on its own and a board is required which is equipped with administrative guarantee in order to be able to determine the duty of every institution.
