امنيت از دوران كهن مهمترين دغدغه انسان و از اركان اساسي زندگي او بوده است. شايد غارنشيني انسانهاي اوليه به عنوان نخستين تحول زندگي انسان در پي اين نياز بوده تا مأوي و مأمني براي دوري از خطرات دائمي زندگي ايجاد كند. امروزه همان انسان نخستين بخش عمده اي از زندگي خود را در فضاي سايبر بنا نهاده است و مسلم آنكه او نيازمند احساس امنيت – در بعد فردي و اجتماعي – در اين محيط شگفت انگيز مي باشد. فضاي سايبر نيز همچون ساير محيط ها نه تنها مبري از پديده نا امني، جرم و بزهكاري نيست بلكه بستري مناسبتر براي ظهور جرايم فراهم آورده است. از سويي جامعه در راستاي تأمين امنيت و آرامش خود ناگزير از مقابله با پديده بزه و بزهكاري مي باشد و آنچه مسلم است بهترين روش تأمين و افزايش ضريب امنيت اجتماعي، سالم سازي محيط اجتماعي و تأمين آرامش خاطر شهروندان، پيشگيري از وقوع جرم و مستثني نبودن فضاي سايبر از اين امر مي باشد و از سوي ديگر در بعد عيني توان، مهارت و قدرت عمل پليس در مقابله و پيشگيري از جرايم از مهمترين شاخص هاي امنيت اجتماعي به شمار مي رود. هر اندازه نيروهاي پليس در سطح جامعه با تكيه بر سه اصل سرعت، دقت و صحت بتوانند قدرت عمل خود را در پيشگيري از جرايم و ناهنجاري ها نشان دهند، زمينه براي گسترش نا امني كاسته و فرآيند جرم در حيطه كنترلي پليس قرار مي گيرد و در اين شرايط فضاي توسعه امنيت اجتماعي فراهم مي گردد. اما ويژگي غيرملموس بودن جرايم سايبري، چالشهاي نويني را پيش روي مراجع انتظامي به منظور پيشگيري از اين قسم جرايم قرار داده است. لذا در اين مقال بر آن شديم تا ضمن تبيين انواع تدابير پيشگيري از جرايم سايبر، به تبيين چالشهاي حاكم و خصوصا با تكيه بر مطالعات تطبيقي به ارائه راهكارهايي در راستاي مواجهه با اين چالشها بپردازيم.

Today, the primitive man has built most of his life in cyberspace and is certain that she needs to feel safe - in individual and social - in this environment is amazing. Cyberspace as in other environments is not free from the phenomenon of insecurity, crime and delinquency, but who better to provide the appearance of crime. On the one hand society in order to provide security and peace have to deal with the phenomenon of crime and delinquency. and it is certain that crime prevention is the best method to provide and increase social security, a healthy social environment and provide peace of mind for citizens. and cyberspace is not an exception. and on the other hand ability, skill and power to confront police and crime prevention is the most important indicators of social security. If the police are able to demonstrate their power in the community to prevent crime and disorders based on three principles, speed, accuracy. The field is reduced to the spread of insecurity and crime in the area of police control process will be provided in these conditions appropriate atmosphere for the development of social security. But the intangible features of cybercrime, put new challenges facing law enforcement agencies to prevent this type of crime. In this article we tried to explain the types of prevention of cybercrime, Explain the challenges and especially relying on comparative studies to offer solutions to meet this challenge too.
