مروري بر مفهوم ‌ پليس مدرك‌محور (پليس مبتني بر شواهد) رويكردي در پياده‌سازي پژوهش ‌و تحقيقات در برنامه‌ريزي‌هاي اجرايي

An overview of the concept of evidence based policing An approach to implement a research in administrative plannings

با طرح نظريه پليس مدرك‌محور در سال 1998 اين رويكرد به دنبال اين مفهوم بود كه فعاليت‌هاي پليس بايد بر اساس بهترين شواهد و دلايل علمي باشد؛ به اين معني كه اطلاعات توليد شده از طريق پژوهش‌هاي علمي يا نظامند و هم چنين تحليل‌هاي دقيق جرم بايد به طور مستمر توسط پليس براي تصميم‌گيري‌هاي تاكتيكي و راهبردي مورد استفاده قرار گيرد. با اين حال توجه به اين رويكرد در زبان فارسي فقط در برخي از ترجمه‌ها به چشم مي‌خورد. به همين دليل لازم است اين رويكرد در يك كار تحقيقي مستقل مورد بررسي و موشكافي قرار گيرد. در اين مقاله با هدف معرفي اين رويكرد، با مطالعه كتابخانه‌اي و اسنادي و با روش توصيفي سعي مي‌شود به مرور منسجمي از اين مفهوم پليسي پرداخته شود. به همين منظور در ابتدا پس از تعريف مفهومي، جايگاه اين رويكرد در ميان ساير رويكردهاي غالب پليسي مشخص مي‌شود و پس از گونه‌شناسي انواع مدارك و شواهد، الزامات اجرايي اين رويكرد در عرصه عمل معرفي مي‌گردد.

Proposing evidence based policing theory in 1998, this approach follows this concept that police activities should be based on best evidence and scientific documents namely all data should be produced through systematic or scientific researches and also the vigorous analysis should be consistently used in police strategic and tactic decision makings. However attention to this approach in Persian language only is witnessed in some translations, therefore it is necessary that this approach in an independently research work analyzed and vigorously studied. For the propose of introduction of this approach in this article through library and documentary study and through descriptive method it is attempted to review this concept comprehensively. so at first a conceptual definition introduced then the place of this approach among other dominating police approaches determined and finally after typology of different evidence and documents, the necessary obligations of this approach in action is introduced.
