مفهوم دولت باز و داده باز و نقش آن در تحول نظام اداري

The concept of “open government” and “open data” and their role in the administrative evolution

پژوهش هاي متعدد نشان مي دهد بسياري از كشورها با تاكيد بر مفاهيم دولت باز و داده باز، برنامه هايي را براي بهبود حاكميت و اصلاح نظام اداري خود طرح ريزي نموده اند تا به اين وسيله دولت خود را در مقابل شهروندان؛ بازتر، پاسخگوتر، كاراتر و شفاف تر سازند. بررسي منابع معتبر داخلي نشان ميدهد موضوع دولت باز كمتر مورد توجه انديشمندان حوزه مديريت دولتي و اداره امور عمومي قرار گرفته است. با توجه به نو بودن مفاهيم داده باز و دولت باز و خلا پژوهشي و شكاف مطالعاتي در اين حوزه، به كارگيري و پياده سازي اين مفاهيم در نظام اداري مستلزم انجام مطالعات تطبيقي، پژوهش هاي عميق و بررسي هاي كارشناسي در ابعاد مختلف اجتماعي، اقتصادي و سياسي است تا با توجه به شرايط و ساختار خاص كشور، خط مشي هاي مورد نياز در اين حوزه تدوين و اجرا گردد. مزاياي دولت باز و راه كارهاي مبتني بر داده باز ميتواند در حل چالشهاي حاكميت و نظام اداري كشور مورد بهره برداري قرار گيرد. هدف از اين مقاله، مروري بر مفاهيم دولت باز و داده باز است تا بر اساس مطالعات پيشين انجام شده، ابعاد دولت باز تبيين گردد، منافع و نقش اين مفاهيم در تحول نظام اداري تصريح شود و در نهايت پيشنهاداتي در راستاي بهره مندي از مزاياي آن ارائه گردد.

Several studies show that many countries, with an emphasis on the concepts of "open government" and "open data", have made policies to improve governance and reform administration, thereby making their government more open, responsive, efficient, and transparent to citizens. The result of investigation of authoritative internal sources suggests that the issue of open government has been less considered by researchers in public administration in Iran. Due to the new concepts of open data and open government and also the study gap in this area, accomplishment of these concepts in administrative reform requires comparative and in-depth studies in various dimensions of social, economic and political so that according to the specific context of Iran, the policies required in this area are formulated and implemented. The benefits of open government and the solutions based on open data can be used to address the challenges of governance and the Iranian administration. The purpose of this article is to review the concepts of open government and open data based on previous studies, in order to illustrate the dimensions of the "open government”, clarify the role of these concepts in the administrative evolution and finally provide suggestions for using their benefits.
