ارزيابي اثربخشي مالي برون‌سپاري فعاليت‌هاي ناجا (مطالعه موردي: راهور استان قزوين)

Assess the financial effectiveness of outsourcing Police activities

تحقيق حاضر كوششي است جهت بررسي و تجزيه تحليل اثربخشي مالي برون‌سپاري فعاليت‌هاي ناجا در سازمان راهور استان قزوين است. بدين منظور سعي شده است تا مهم‌ترين عوامل مؤثر در رابطه با ارتقاء و بهبود اين سازمان با اجراي برون‌سپاري فعاليت‌هاي مالي در سازمان‌ها تأثيرگذار است، موردبحث و بررسي قرار گيرد. سؤالات اين پژوهش بر مبناي متغيرها و چهار عامل مهم (هزينه‌ها، درآمدها، بهره‌وري و كيفيت خدمات) به‌عنوان متغير وابسته و متغير مستقل: برون‌سپاري است كه بر اساس روش توصيفي از شاخه پيمايشي پس از جمع‌آوري اطلاعات متغيرها در چارچوب نظري بررسي‌شده است. در اين تحقيق جهت اثبات فرضيه‌ها و يافته‌ها از آمار و اطلاعات در رابطه با ميزان درآمدها و هزينه‌هاي اين سازمان براي قبل از برون‌سپاري (1379-1383) و بعد از برون‌سپاري (1384-1388) تهيه گرديد. مبناي جامعه آماري در اين تحقيق متقاضيان و فراگيران اخذ گواهينامه و همچنين مراجعه‌كنندگان به مركز تعويض پلاك جهت شماره‌گذاري و تعويض پلاك خودرو و موتورسيكلت به پليس راهور مراجعه داشته‌اند است. نتايج بررسي در سطح خطاي 5 در صد نشان داد كه با اجراي فرايند برون‌سپاري در اين سازمان درآمد، بهره‌وري و ارائه خدمات در اين سازمان افزايش‌يافته و همچنين به‌طور متوسط هزينه‌ها نيز با اجراي اين طرح كاهش‌يافته است.

The present study is an attempt to review and analyze the financial effects of outsourcing activities of traffic police in Qazvin province. To this end, efforts have been made to the most important factors in relation to the promotion and improvement of the organization with the implementation of outsourcing activities affect financial organizations, discussed and examined. The study, based on four important questions variables (costs, revenues, productivity and service quality) as the dependent variable and independent variables: Outsourcing is based on a description of the survey methodology to collect information after the variables have been studied in theoretical framework. In this research, statistics and information to prove the hypothesis in relation to the revenues and costs of the organization for before outsourcing (1379-1383) and after outsourcing (1384-1388) was prepared. The population in this study students-applicants at all levels as well as visitors centers and motorcycle license plate number to the traffic police in the province of Qazvin. A random sample of 100 applicants and 100 referred to as the sample was considered numbered centers and research questionnaires were distributed randomly among them. After gathering and summarizing data Pierson and refused to confirm the fourth hypothesis and t-test results to prove the increase in productivity-income and lower costs were reviewed and evaluated. The results showed that the level of 5 per cent of revenue with the implementation of the outsourcing process in the organization, increased productivity and providing services on the organization as well as the cost of the project is greatly reduced.
