چكيده فارسي :
با حاكم شدن گفتمان نرم بر محيط امنيتي نظام جهاني، ماهيت مفاهيمي چون قدرت، تهديد و امنيت و نحوه ارتباط ميان آن‌ها در حال دگرگوني است و در اين تغيير رويكرد از اجبار به اقناع، مؤلفه‌ها و شاخص‌هاي قدرت نيز تغيير كرده و باز تعريف شده‌اند. سرمايه اجتماعي يكي از مؤلفه‌هاي قدرت نرم است كه ابعادي مانند، اعتماد، مشاركت و وفاداري مردم به منبع قدرت را شامل مي‌شود. پليس به‌عنوان يك نهاد حكومتي، براي اعمال حاكميت و اجراي قانون بيش از هر سازمان ديگر به قدرت نياز دارد، يكي از منابع قدرت نرم سرمايه اجتماعي است.
هدف اين پژوهش تبيين تأثير سرمايه اجتماعي در قدرت نرم پليس براي مقابله با تهديدها است.
اين پژوهش با استفاده از روش توصيفي-تحليلي و ابزار كتابخانه‌اي به دنبال تبيين نقش قدرت نرم پليس (با تأكيد بر سرمايه اجتماعي) در پيش‌گيري از تهديدها است.
نتايج به دست آمده نشان داد سرمايه اجتماعي به عنوان يكي از مؤلفه‌هاي قدرت نرم، نقش مهم و تأثيرگذاري در افزايش قدرت نرم پليس دارد و در صورتي كه پليس در ساختارهاي هنجاري، فكري، اعتقادي، معرفتي افراد جامعه نفوذ داشته باشد، قوي‌ترين پايگاه‌هاي قدرت نرم را تصرف كرده و با جلب اعتماد عمومي قادر است توان مردم و نهادها را در تأمين امنيت و مقابله با تهديدها به‌كار گيرد.

With the emergence of a soft discourse governing the security environment of the world system, the nature of concepts such as power, threat, and security and how they relate to each other is changing. Social capital is one of the components of soft power that includes dimensions such as people's trust, participation, and loyalty to the source of power. The police, as a government institution, need more power to enforce the rule of law than any other organization and is one of the soft power sources of social capital. The purpose of this study is to explain the impact of social capital on the soft power of the police to deal with threats. Employing a descriptive-analytical method through library tools, this research sought to address the role of soft police power (with an emphasis on social capital) in preventing threats. The obtained results showed that social capital, as one of the elements of soft power, has an influential and effective role in enhancing the soft power of the police. It was also found that if police permeate norm-based, thinking, believing, spiritual structures of the members of society, it will have succeeded in conquering the most powerful soft power institute, thereby it can mobilize people and institutions to secure the safety and cope with threats.
