چكيده فارسي :
ركن اصلي رويكرد پليس مبتني بر مشاركت مردم، نهادهاي رسمي و مردم نهادِ جامعه است. پيشگيرى از جرم از آن جهت اهميت دارد كه هم انديشان اين حوزه معتقد هستند؛ هزينه‌هايى كه صرف برنامه‌هاى درمان و يا به تعبير بهتر، مجازات مجرمين مي‌شود، به مراتب بيشتر از هزينه‌هايى است كه صرف اقدامات پيشگيرانه از وقوع جرم خواهد شد. هدف از اين پژوهش بررسي ﺳﺎزﻭﮐﺎﺭﻫﺎﯼ پليس جامعه محور دﺭ ﭘﻴﺸﮕﻴﺮﯼ ﺍز ﺟﺮﻡ ﺑﺎ ﻣﺸﺎﺭﮐﺖ ﻣﺮدﻡ است.
روش تحقيق در اين پژوهش توصيفي – تحليلي است. در ﺑﺴﻴﺎري از ﻣﻮارد، ﭘﻠﻴﺲ در ﺗﻌﺎﻣﻞ ﺑﺎ ﻧﻬﺎدﻫﺎي اجتماعي در ﭘﻴﺸﮕﻴﺮي از ﺟﺮم ﺑﻪ ﺷـﻴﻮهﻫﺎي ﺑﺴﻴﺎر ﻧﺎﻣﺤﺴﻮس و ﻣﺘﻮاﻟﻲ و ﺑﺪون ﺑﺮﻧﺎﻣﻪ ﻣﺪون و ﻣﻨﺴﺠﻢ، اﻗـﺪام مي‌نمايد. در حالي كه از پليس انتظار تام و تمام دارند. از طرف ديگر نقش و سازوكارها و الزامات مشاركت مردم در تعامل با پليس در پيشگيري از وقوع جرم انكار ناپذير است. بنابراين اگر اعتماد مردم به پليس افزايش و توسعه يابد، استقبال و مشاركت هدفمند مردم در امور انتظامي جامعه نيز رنگ ديگري به خود خواهد گرفت. اقداماتي مانند گفتگو و همكاري با شهروندان، دادن اجازه به جامعه براي شناسايي مشكلات و يافتن راه‌حل‌ها، شركت دادن جامعه در كمك به تعيين و تعريف رسالت، ديدگاه، ارزش‌ها و اولويت‌ها، توانمندسازي مردم با آموزش‌هاي لازم به منظور همياري در پيشگيري از جرم، تسهيم و توزيع مسئوليت هاي امور پليسي در جامعه و مراكز دولتي و بخش خصوصي، گام‌هاي مهمي براي پيشبرد اهداف پليس هستند. اصلاح روابط و نوع رفتار پليس در جامعه مي‌تواند زمينه‌هاي مناسبي براي تحقق راهبردهاي پليس باشد.

The main pillar of the police approach is based on the participation of the people, the institutional organs and the people of the community. Crime prevention is important because it is believed by the thinkers of this area; the cost of treatment programs or, in the best sense, the punishment of perpetrators, is more than the cost of preventive measures against crime. Became the purpose of this study is to examine the mechanisms of community policing in preventing crime with the participation of the public. The research method is descriptive-analytic. In many cases, the police are interacting with social institutions in crime prevention in very intangible and consecutive ways, without a codified and coherent approach. While waiting for the police to come to a complete stop. On the other hand, the role and mechanisms of people's participation in engagement with the police in preventing crime is inevitable. Therefore, if people's trust in the police grows and develops, the welcome and engagement of the people in community policing will also be different. Measures such as dialogue and cooperation with citizens, allowing the community to identify problems and find solutions, engaging the community in helping to define the mission, vision, values and priorities, empowering people with education The necessary steps to help prevent crime, share and distribute police affairs in the community, and government and private sector centers are important steps to advance the objectives of the police. Reforming the relationship and the type of police behavior in the community can be a good basis for realizing police strategies.
