ملاحظات پدافند غيرعامل در ساختار شهر سرايان با تأكيد بر توسعه پايدار

Inactive passive defense considerations in the city of Sarayan with an emphasis on sustainable development

تمركز و تراكم جمعيت، سرمايه و مراكز و تأسيسات مختلف در شهرها ضمن اين‌كه دربردارنده آثار و پيامدهاي مختلف اقتصادي، اجتماعي، سياسي و زيست‌محيطي است، از نظر دفاعي-امنيتي آن‌ها را به اهدافي استراتژيك در جنگ و حملات نظامي و تروريستي تبديل نموده است. با توجه به اينكه رسيدن به امنيت و توسعه پايدار, با استقرار و ساخت فضاهاي قابل دفاع و به‌كارگيري اصول پدافند غيرعامل ميسر است. ضرورت دارد تا اقدامات پدافند غيرعامل در زمان صلح شروع و تا پايان وقوع بحران و تهديد ادامه يابد، لذا رويكرد مديريتي و نحوه مقابله با آن، رويكرد پيشگيرانه به‌جاي مديريت انفعالي و آتش‌نشان مي‌باشد. پدافند غيرعامل، دربردارنده مجموعه اصول و ملاحظات دفاعي-امنيتي است كه رعايت آن‌ها مي‌تواند به پايداري و بقاي سيستم كمك شاياني نمايد. بر اين اساس اين مقاله با روش توصيفي تحليلي به بررسي ساختار شهر سرايان و زيرساخت‌هاي آن از منظر پدافند غيرعامل در جهت توسعه پايدار مي‌پردازد. نتايج پژوهش نشان مي‌دهد اقداماتي موردي در برخي زيرساخت‌ها مثل نصب سيستم‌هاي هوشمند جهت قطع گاز در شرايط بحران، احداث يك باب چاه شرب بحران، تهيه بانك اطلاعات از امكانات و پتانسيل‌هاي بخش خصوصي و دولتي شهر راستاي مديريت بحران انجام‌شده؛ اما ضرورت دارد تا با تدوين پيوست امنيتي در قالب اصول و ملاحظات دفاعي – امنيتي در طرح‌هاي توسعه شهري تلاش شود تا از ميزان تهديدات احتمالي كاسته شود.

Population density, capital and facilities in cities while incorporating various economic, social, political and environmental impacts, have turned them into strategic goals in war and military and terrorist attacks. Establishing and building defenseless spaces and applying the principles of defective defense, achieving security and sustainable development is possible. It is imperative that the passive defense measures begin in peacetime and continue until the end of the crisis and threat, so the management approach and how to deal with it is a preventive approach rather than passive and fire control. Passive defense includes a set of security-based defense considerations that can help you survive the system. Accordingly, this paper deals with the descriptive-analytical method to study the structure of the city and its infrastructures from the perspective of passive defense for sustainable development. The results of the research indicate that some measures have been taken in some infrastructures such as installing intelligent systems to cut off gas in crisis situations, constructing a drinking water well of the crisis, providing the database of facilities and potentials of the private and public sector of the city in the direction of crisis management, but it is necessary to develope a security attachment in the form of defense and security considerations and security in urban development plans to reduce the level of potential threats.
