چكيده فارسي :
آيين رفتار حرفه‌اي به عنوان يكي از اسناد بالادستي حوزه سلامت رفتاري يك حرفه، نقش بسزايي را در انتظام‌بخشي به رفتار اعضاي شاغل در آن حرفه و وظايف آنها در قبال ذي‌نفعان گوناگون علي‌الخصوص جامعه ايفا مي‌نمايد كه بسته به ميزان استقلال آن حرفه، تدوين اين سند راهبردي ضرورت بيشتري خواهد داشت. از سوي ديگر يكي از نهادهاي مهم در حال شكل‌گيري در بازار مالي كشور را مي‌توان حرفه‌ي رتبه‌بندي اعتباري دانست كه به دليل نقش آن در جامعه و مسئوليت خطير اعتبار‌بخشي به اوراق بهادار در بازار پول و سرمايه، تدوين آيين رفتار حرفه‌اي را مي‌توان از ضروريات آن حرفه برشمرد.
پژوهش حاضر اقدام به تدوين الگوي تدوين آيين رفتار حرفه‌اي مؤسسات رتبه‌بندي نموده و سپس الگوي استخراج شده را به منظور انطباق آن با شرايط محيطي كشور در معرض نظرخواهي از خبرگان در قالب روش پيمايش دلفي قرار داده و بر همين اساس الگوي نهايي آيين رفتار حرفه‌اي مؤسسات رتبه‌بندي اعتباري در كشور را در قالب دو بُعد و پنج مؤلفه و هفتاد و پنج شاخص ارائه نموده است، لازم به ذكر است روش پيمايش دلفي به منظور حذف سوگيري‌هاي كلامي به صورت فازي مورد استفاده قرار گرفته است.
الگوي تدوين شده مي‌تواند توسط نهاد ناظر بازار سرمايه به منظور تدوين آيين رفتار حرفه‌اي مصوب مؤسسات رتبه‌بندي اعتباري در كشور مورد استفاده قرار گرفته و با رعايت مفاد آن توسط اعضاي مؤسسات رتبه‌بندي اعتباري شاغل در كشور، گام مهمي در خصوص ارتقاي سلامت رفتاري و تضمين استقلال حرفه‌اي اين مؤسسات در كشور برداشته شود.

The code of ethic as one of the upstream documents in the field of behavioral health of a profession plays a significant role in regulating the behavior of members of a profession and their duties towards the various stakeholders, especially the society, depending on the degree Independence of that profession will make it necessary to draft this strategic document. On the other hand, one of the most important professions in the formation of the financial market of the country can be considered a rating professional, due to its role in society and the responsibility of crediting securities to money markets and Capital, the formulation of a professional conduct can be considered as one of the requirements of the credit rating agency.
Accordingly, the present study attempted to formulate a model for the development of the professional conduct of the institutions, and then the extracted model was subjected to an opinion poll for its adaptation to the environmental conditions of the country.Accordingly, the final model of the professional conduct of credit rating agencies in the country is presented in the form of 2 dimensions and 5 components and 75 indicators.
The model can be used by the capital market to formulate a code of professional conduct approved by credit rating agencies in the country and, with the observance of its provisions by the members of credit rating agencies operating in the country, is an important step in Particularly promoting behavioral health and ensuring the professional independence of these institutions.
