ابعاد و شاخصه‌هاي امنيت شهري و عوامل مؤثر بر آن (مطالعه موردي: شهر قائن)

Dimensions and Indicators of Urban Security and Factors Affecting It (Case Study: Qaen City)

انسان‌ها در طول زندگي خويش به دنبال تحقق اين آرزو بوده‌اند كه تمامي افراد جامعه حريم خويش را از هرگونه تعرض و تهديدي آزاد، رها و ايمن حس كنند و بتوانند در سايه امنيت به‌سوي كمال و تعالي پيش روند، زيرا بدون امنيت در هيچ جامعه‌اي امكان رشد و ترقي وجود ندارد. با رشد و توسعه شهرنشيني و پيچيده‌تر شدن روابط اجتماعي شهروندان مفهوم امنيت نيز از حالت اوليه خارج‌شده و تحت تأثير جنبه‌هاي مختلفي قرارگرفته است. بنابراين بررسي امنيت، احساس امنيت و عوامل مؤثر بر آن در شهرهاي ايران به‌ويژه شهري مرزي همچون قاين لازم به نظر مي‌رسد. اين پژوهش از نوع توسعه‌اي -كاربردي بوده، هدف از آن بررسي احساس امنيت و عوامل مؤثر بر آن در شهر قاين مي‌باشد كه با استفاده از مطالعات ميداني، مصاحبه و بهره‌گيري ازنظر شهروندان گردآوري‌شده است. يافته‌ها نشان مي‌دهد كه امنيت و احساس امنيت در دو بعد ملي منطقه‌اي و نيز شهري در شهر قاين در سطح بالا و مطلوبي قرار دارد و اين امر تا حدودي به ساختار جغرافيايي، سنتي و فرهنگي شهر برمي‌گردد. از جهتي امنيت شهري و شهروندي نيز به دليل نگرش‌هاي فرهنگي-مذهبي، كمتر تحت تأثير معضلات و آسيب قرارگرفته است. البته ذكر اين نكته كه ارتباطات و تعاملات سال‌هاي اخير و گذر از روند قبلي به ساختار جديد موجب شده كه بعد امنيت در اين شهر دچار تغييرات و تحولات جزئي شود، لازم به نظر مي‌رسد.

Throughout their lives, humans have sought to realize that all people in the community feel their freedom from any intimidation, threat, liberation, and safety, and that they can advance in the light of security to perfection, because without security, there is no growth in any society. With the growth and development of urbanization and the complexity of the social relations of citizens, the concept of security has also been changed and influenced by various aspects. Therefore, security and factors affecting it in the cities of Iran especially border towns like Qaen seems to be necessary. This research is a developmental-practical one. The aim of this study was to investigate the sense of security and the factors affecting it in Qaen city, which was gathered by citizens' surveys using field studies, interviews and utilization. The findings indicate that security from the perspective of the two national and regional dimensions as well as in urban areas in the city of Qaen are high and desirable, and this partly goes back to the geographical, traditional and cultural structure of the city. Urban security and citizenship have been less affected by the cultural and religious attitudes due to cultural-religious attitudes. it should be noted that communications and interactions of recent years and the transition from the previous trend to the new structure have caused the security dimension in this city to undergo some minor changes.
