الگوي حكمراني رهبري؛ تحليل محتواي سخنراني‌هاي نوروزي در دو دوره اول رياست جمهوري سال‌هاي 1384 و 1392

Leadership governance Model: The content analysis of Nowruz lectures in two different periods of years 1384 to 1400

الگوي حكمراني ولايت فقيه متاثر از الگو و تفكر اسلامي و در امتداد جهان بيني اسلامي است؛ اين الگو قالب و محتواي يكسان اما اولويتبندي متفاوت باتوجه به مقتضيات را دارد. با اين مفروض، شناخت الگوي حكمراني مقام معظم رهبري با بررسي بيانات نوروزي ايشان در دو دوره اول رياست جمهوري سالهاي 1384 تا 1400 هدف اين مكتوب است. چند موضوع از سخنان رهبر انتخاب شده تا در دو دوره ذكر شده مورد بررسي قرار گيرد. براي رسيدن به اين هدف، تعداد دفعاتي كه رهبري در تمام سخنراني-هاي نوروزي در اين هشت سال باتوجه به موضوعات انتخاب شده روي آن تاكيد داشته‌اند، را برشمرده و هر كدام را نسبت به سال مورد نظر دسته بندي نموده و در آخر به صورت مجموع مورد استفاده قرار گرفته اند. بررسي موصوف با روش تحليل محتوا، حاكي از آن است كه در هر دوره موضوعات اصلي يكي بوده اما در جزئيات، اهميت محورها متفاوت بوده است. بر اساس يافته ها با وجود تاكيد بر محورهاي يكسان، اولويت موضوعات در دو دوره يادشده متفاوت است؛ شباهت ها و تفاوت هاي اساسي در اولويت بندي موضوعات از سوي رهبري مشاهده مي گردد كه اين خود نشان دهنده اين است كه رهبري با توجه به وظيفه خويش در قانون اساسي و در راستاي تعيين سياست هاي كلي نظام و با توجه به مصالح و مقتضيات جامعه، موضع گيري حمايتي و انتقادي متفاوتي را در قبال سياست دولت ها اتخاذ مي كنند.

The governance model of Velayat-e-Faqih is influenced by the Islamic model and thinking and along the Islamic worldview; this model has the same format and content but different priorities according to the requirements. With this assumption, recognizing the pattern of leadership of the leadership by examining her Nowruz statements in the first two terms of the presidency from 1384 to 1400 is the purpose of this letter. Several topics have been selected from the leader's speech to be examined in the two mentioned periods. To achieve this goal, we have enumerated the number of times that the leadership has emphasized in all Nowruz speeches in these eight years according to the topics selected on it, and categorized each of them according to the desired year, and finally used collectively. The content analysis method shows that the main topics were the same in each period, but in detail, the importance of the axes was different. According to the findings, despite the emphasis on the same axes, the priority of issues in the two periods is different; similarities and fundamental differences in the prioritization of issues are observed by the leadership, which shows that the leadership according to its task. In the constitution, in order to determine the general policies of the system and according to the interests and requirements of the society, they adopt a different supportive and critical position towards the policy of the governments.
