چكيده فارسي :
يكي از مهم‌ترين نيازهاي اوليه انسان، داشتن امنيت در تمامي جنبه‌هاي فردي و اجتماعي است. بي ترديد هر مكتب فكري براي تأمين اين نياز، مباني و راهكارهايي را ارائه داده است. مكتب اسلام نيز از اين قاعده مستثني نبوده و در اين زمينه مطالب و مسائل گسترده‌اي را طرح نموده است. در اين راستا، فقه شيعه به عنوان تبلور عملي آموزه‌هاي ديني، توجه ويژه‌اي به مسئله امنيت اجتماعي نموده است. با توجه به آنچه گفته شد، مسئله‌ي اصلي اين نوشتار، بررسي و تبيين مباني امنيت اجتماعي در فقه شيعه و راهكارهاي تحقق آن در جامعه مي‌باشد. بدين منظور ابتدا با بررسي آيات و روايات موجود در اين زمينه، جايگاه و مباني اين مسئله تبيين گرديده و سپس راهكارهاي تحقق آن در جامعه از منظر فقه بيان شده است و اين نتيجه حاصل گرديده كه فقه شيعه براي تحقق اين مهم راهكاري تلفيقي از مسئوليت حاكميت اسلامي از يك سو و مسئوليت‌هاي فردي و اجتماعي شهروندان از سوي ديگر، در چارچوب برقراري عدالت اجتماعي، اجراي حدود اسلامي، امر به معروف و نهي از منكر و التزام به احكام فقهي ارائه مي‌دهد.

One of the most basic human needs is to have security in all individual and social contexts. Undoubtedly, every intellectual tradition has provided the foundations and strategies for this need. Islam's intellectual tradition is no exception to this, and has devoted a number of issues and contents to this end. In this regard, Shi'i Fiqh has paid special attention to the issue of social security as a practical crystallization of religious doctrines. According to the above, the main issue of this paper is to examine the foundations of social security in Shi'i Fiqh and the ways to realize it in society. To this end, firstly, by examining the Quran's verses and Hadiths in this field, the position and basis of this issue are explained, then the solutions to its realization in society from the perspective of Fiqh are expressed, and it is concluded that Shiite Fiqh to realize this important qoal of the integrated solution from liability Islamic rule on the one hand, and the personal and social responsibilities of citizens on the other hand, in the context of social justice, the implementation of Islamic constitutions, the obligation of good and forbidding from bad, and the imposition of religious Fiqh.
